Job Purpose
Play a role of Chief Accountant as required by local law.
Managing all activities related to accounting, finance and tax.
Representing finance in Local Risk Committees (Market, Liquidity, Operational, Credit); Asset and Liability Management Committee (ALCO) and Branch Management Committee (MC).
Leading the strategy business plan.
Responsibilities
(1) Reporting
SBV reporting
Be responsible for the accuracy and timely reporting to SBV reports (daily, monthly, quarterly and annually).
Provide comments on draft regulations which impact to reporting and perform impact analysis for automation of report to avoid human error.
Lead the team to work with local vendor to implement the new reports requirements.
Monitor the compliance of all prudential ratios on daily basis and provide impact analysis in case of change in regulations related to the prudential ratio.
Ensure SOP updated and internal procedures submitted timely to SBV as required.
Lead the project of ICAAP for branch and ensure the report submit on time.
Lead the external audit to ensure the compliance with all requirements from SBV and ensure the reports are issued on time.
Maintain the good relationship with SBV Officer and External Auditors.
Tax reporting
Ensure the monthly and annually tax returns/Tax payment submitted timely.
Ensure all the tax returns are complied with Tax regulations.
Provide advise related to Tax matters for all BU/SU in NPA or when needed.
Coordinate with HO Group Tax and Tax Advisor to produce TP documentation.
Lead the tax inspection via coordinating with HO Group Tax and Tax Advisors.
Maintain good relationship with Tax Officer in charge as well as Tax Advisors.
HO financial reporting
Ensure all HO reports are submitted timely and accurate including report for financial reporting and report for Group Product Control (GPC).
Lead the team to attend HO projects to do UAT and testing for report automation.
(2) Financial Control
Cost control
Control cost to ensure all costs incurred are within budget and cost are spent properly to support for business growth.
Manage all operating payments to ensure all the supporting documents are in place and complied with tax requirements; all expenses payments are approved and complied with DOA.
Provide advice to BU/SU to reduce non-deductible expenses to save CIT.
Attend project from HO to enhance systems.
Monitor CIR for branch and alert to management when needed.
Accounting set up and control
Lead the team to manage the financial accounting process for the branch.
Lead the team to attend NPA/PIR process to provide accounting set up, Tax impact and reporting requirements for new products/services launched.
Monitor suspense accounts on daily basis to avoid possible error and fraud (if any).
Ensure mapping between Group Accounting standards and VAS to ensure the reporting for SBV are complied.
Provide accounting analysis in case of new regulations impacting to existing accounting book.
Ensure all accounting principles and policies are execute by local team.
Oversee internal policies and identify financial risks, developing implementation of the financial management and accounting systems, financial policies and procedures.
Manage to verify all GL balances on monthly basis timely.
Investigate wrong booking from systems impacting reports.
(3) MIS support and strategy business plan
Be a key and active member of ALCO provide comments on balance sheet management and capital management including funding structure, pricing, setting up FTP policies and implementation; provide added value comments on management of liquidity and market risk, drive the business strategy of the branch.
Be an MC members to provide update on financial performance of the branch, highlight matters on business focus, insight commentaries and key messages for each BU.
Provide MIS reports, insight analysis per segment level, per customer level, per product level, NIM analysis, business volumes, profitability and external benchmarking for local management team to support for decision making.
Coordinate with key stakeholders in BU/SU to identify the opportunities for implementing strategic business plan including capital plan, capital injection projects, growing revenue and manage operating expenses and profitability.
Ensure proper tagging for revenue recognition of each BU, proper cost allocation maintained in system.
Coordinate with Group Finance to prepare business review with HO/BU on need basis.
Identify and consolidate relevant competitors' data from available public sources into robust database, and providing insightful competitive analyses and benchmarking of key drivers and metrics.
Lead budget and forecasting process including financial cases review and finance modelling impact analysis.
(4) People Management
Provide coaching and on the job training for finance team members.
Maintain good team spirit and encourage team members on studying for career development.
Manage relationship with key stakeholders and peers.
Requirements
At least BA degree in Accounting or Finance or relevant major; Chief Accounting Certificate is a must; CPA/ACCA holder is a plus.
Preferably [15] years relevant working experience in a banking environment/audit background (preferably with banking clients' exposure) in which at least 5-10 years managing people experience.
Experience dealing with Tax inspection and SBV inspection.
Master knowledge on banking products.
Master knowledge of Vietnamese financial law including tax legislation.
Master knowledge on IFRS and VAS.
Experience in MIS/Business Finance/Analytics is a definite advantage.
Good working knowledge of Excel, PowerPoint and SQL tools.
Highly analytical and able to integrate large amount of financial data, and correlating them to provide insightful analyses.
