Department Summary
The Office of Academic Planning and Budget advises the VCCFO and Executive Vice Provost regarding campus budgetary planning issues and allocation of campus resources, including issues involving students, faculty, staff, space, and university finances. The office also manages the key campus planning processes and data sets that support these decisions, and performs a central role in UCLA's systems of internal control and accountability. Position Summary
The Senior Advisor for Capital Budget and Planning serves as a strategic financial resource for campus capital planning. This role is responsible for the development, coordination, and oversight of the campus capital budget and long-range capital planning efforts. This also includes the creation of strategic financial analysis and recommendations related to the capital budget. The position acts as a key liaison between Capital Programs, the Internal Bank, and the central budget office, ensuring timely and accurate communication of financial updates, strategic analysis, risks, and opportunities.

8-10 years of experience working with complex budgeting/financial environment or directly with the capital budgets within a large institution. (Preferred)
In-depth understanding of capital budgeting, financial planning, and project accounting principles; Familiarity with internal financing mechanisms, including debt service and internal bank structures. (Required)
Knowledge of institutional financial policies, compliance requirements, and regulatory frameworks (especially in higher education or public sector environments). (Required)
Understanding of accounting principles, facilities management, capital project lifecycles, and space planning processes. (Required)
Extensive analytical skills and the ability to conduct complex financial analyses, interpret data trends, and develop actionable insights. (Required)
Strong communication skills, written and verbal, for presenting financial information to diverse stakeholders, including senior leadership and cross-functional teams. (Required)
Collaboration and interpersonal skills with the proven ability to work effectively with internal departments such as Capital Programs, Facilities Management, Budget Office, and the Controller?s Office. (Required)
Strong project management skills which would result in the ability to manage multiple priorities, meet deadlines, and maintain attention to detail in a fast-paced environment. (Required)
Advanced technical proficiency in Excel and financial systems (e.g., Oracle, PeopleSoft, or similar ERP platforms); experience with budgeting and reporting tools. (Required)
Ability to synthesize financial data from multiple sources and communicate implications clearly to both technical and non-technical audiences. (Required)
Ability to evaluate funding strategies and assess financial risks and opportunities related to capital projects and the ability to maintain and improve financial processes and reporting systems. (Required)
Ability to represent the budget office in governance committees and contribute to strategic decision-making, including the ability to exercise sound judgment, maintain confidentiality, and uphold institutional integrity in financial matters. (Required)
Education, Licenses, Certifications & Personal Affiliations
Bachelor's Degree in related area and / or equivalent combination of education and experience / training (Required) And
Master's Degree in finance, business administration, or closely related field and / or equivalent experience / training. (Required)
