Fahrenheit Advisors is assisting the City of Cincinnati in the search for a Public Services Director. This is full-time, on-site position, based in Cincinnati, Ohio.
General Statement of Duties This employee plans, directs, manages, and oversees the activities and operations of the Public Services Department, including Neighborhood Operations, Traffic and Road Operations, City Facilities Management, City Fleet Services, and Administration. The employee coordinates assigned activities with other departments and outside agencies and provides highly responsible and complex administrative support to the City Manager. Performs related duties as required.
Minimum Qualifications (KSAs)

Knowledge of:
Operations, services, and activities of a comprehensive Public Services program.
Principles and practices of program development and administration.
Principles and practices of municipal budget preparation and administration.
Principles of leadership, management, supervision, motivation, training, and performance evaluation.
Pertinent federal, state, and local laws, codes, and regulations.
Traffic engineering, highway maintenance, and sanitation operations.
Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Operate assigned vehicle in the course of duty.
Ability to:
Implement and maintain positive employee relations.
Promote and maintain the highest integrity throughout all personnel.
Analyze and manage effective EEO/AA programs.
Manage and direct a comprehensive Public Services program.
Develop and administer departmental goals, objectives, and procedures.

Select, supervise, train, and evaluate staff.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Research, analyze, and evaluate new service delivery methods and techniques.
Prepare clear and concise administrative and financial reports.
Prepare and administer large and complex budgets.
Interpret and apply applicable federal, state, and local policies, laws, and regulations.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Required Education and Experience
Each applicant must have eight years of responsible experience in public works management, public administration, or a closely related field, with four years of supervisory or administrative experience plus a Bachelor's Degree in management, public administration, business administration, engineering, or a related field from an accredited college or university. A Master’s Degree is preferred.
Other Requirements
Must have a valid Driver's License.
Must be an excellent communicator and team builder.
Licensure in an appropriate field.

Assumes full management responsibility for all Public Services Department services and activities; recommends and administers policies and procedures.
Manages the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area.
Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
Plans, directs, and coordinates, through subordinate level staff, the Public Services Department's Strategic Business Plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolves problems.
Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures; oversees adherence to City human resources policies and procedures.
Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
Represents the Public Services Department to other departments, elected officials, and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations; meets with Community Council members, Business District members, and the general public.
Provides staff assistance to the City Manager, Deputy City Manager, and City Council members; participates on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
Provides staff support to assigned boards and commissions.
Assists those contacted in the course of duty in an effective, efficient, and professional manner.
