Under direction of the Director or Assistant Director, the incumbent will supervise the work of multi-disciplinary staff within a designated utility program section performing a variety of complex analytical duties related to policies, economics, finance, compliance evaluations, and other technical assignments in connection with energy, communications, water and sewer, and transportation industries. The job duties include, but are not limited to, the following:
Supervise, plan, and coordinate activities of a section, consisting of multi-disciplinary staff responsible for designated utility program, which includes but not limited to preparing work plans and audit planning documents, monitoring of budgets and project milestones, facilitating completion of audit field work at worksite, and developing audit reports and documents as required by auditing standards.
Plan and supervise work on complex technical assignments simultaneously, provide accurate status reports, and monitor section work products and deliverables in order to meet internal and external deadlines.
Facilitate the development of appropriate solutions and methodologies outlining objectives, audits scopes, methodologies, qualitative and quantitative analyses, and conclusions to assess utility companies’ compliance with regulatory and policy requirements. Conduct and/or oversee complex legislative bill analyses of utility-related bills to evaluate the effects and/or potential fiscal impact due to proposed legislation or amendment to current law and provide recommendations to management on appropriate course of action.
Routinely plan, supervise, and monitor the preparation of written technical reports that present in depth research, analysis, findings, conclusions, and recommendations on complex and controversial assignments that evaluate utility companies’ compliance with applicable regulatory and legal requirements and that may require active participation in hearings and/or meetings.
Develop and present findings and recommendations on complex utility laws, rules, regulations, and policies by corresponding directly with utilities, CPUC decision-makers, and external parties.
Represent the division by orally presenting ideas, research, analyses, findings, and recommendations to Commissioners, Advisors, Executive Director, and other stakeholders. Plan and coordinate studies, projects, and trainings for the division in order to share industry knowledge and expertise with others. Represent the division at intra-agency and inter-agency conferences, workshops, public meetings to share expertise and/or gain additional utility industry knowledge.
Directly correspond with and advise utility companies, CPUC decision-makers, and staff members on complex utility policy, economics, finance, and compliance related issues stemmed from or related to financial, compliance, and performances audits of utility companies.
Supervise the development of comprehensive corresponding policies for the Commission to guide public utilities on their accounting and reporting practices for the purposes of setting reasonable utility rates for California consumers. Routinely communicate with executive management at the utilities, CPUC divisions, and other stakeholders to gain an understanding of utility companies’ implementation of various complex programs the CPUC oversees.
