Operations Management and Capital Programs (OMCP) supports the missions of the University of California, San Diego, by providing core infrastructure services, critical to the current and future needs of the campus, impacting the Campus and Medical Center population of approximately 75,000 students, staff and faculty. The Main Campus, Elliott Field, Point Loma, Scripps Institution of Oceanography, La Jolla and Hillcrest Medical Center's multi-billion physical assets consist of over 20 million gross square feet of space in nearly 900 buildings, dispersed across approximately 2,000 acres of land holdings. The Vice Chancellor OMCP office manages the departments of Public Safety, Facilities Management, Environment Health and Safety, Capital Project Management, Campus Planning, Parking, Transportation and Fleet Services, Policy & Records, Utilities & Sustainability and OMCP Finance & Administration. The activities of OMCP impact life on campus on a daily basis and directly contribute to the well being and safety of our UC San Diego faculty, student, and staff community.
POSITION OVERVIEW
Working with the Vice Chancellor, the position serves as a key strategist in the overall management of OMCP. Works to execute key priorities, triage major issues, establish key metrics, conduct assessments and develop analytics contributing to continuous improvements. Manages VC OMCP strategic plan and tracks goals and outcomes. Staffs key committees and task forces, representing the Vice Chancellor. As assigned, has high level authority to make official commitments and to broadly represent the Executive's interests across the organization. Responds to issues with little or no precedence.
Under the general direction of the Vice Chancellor OMCP serves as the Senior Advisor to the Vice Chancellor in the administration and strategic planning of all OMCP areas providing high level professional guidance and support in all areas relating to OMCP and campus-wide issues. Responsibilities include collaboration with campus leaders, UC Office of the President, other UC campuses, and external constituents (community organizations, elected officials, etc.). Serves as the Vice Chancellor's liaison and/or representative for outreach efforts at the campus, community, state and national levels; provides top-level strategic direction as well as organization-wide strategic planning. This position holds a lead strategic and advisory role in program reviews and assessments, staff search committees, and the development of new OMCP initiatives.
This position has broad discretionary responsibility for applying appropriate management techniques and executive level judgment to provide leadership in helping define the direction, goals and requirements of the organization. The incumbent serves as senior policy advisor, strategic planner and organizational change agent, bearing responsibility for the capability of OMCP to deliver services and programs that have measurable and positive impact on the campus and the community. Leads strategic planning efforts to ensure that OMCP goals and programs are in alignment with campus and system priorities and higher education best practices.
Incumbent represents the VC to internal and external constituents, speaking on behalf of the VC to various committees, workgroups, and communities with authority to make decisions and commitments, including commitment of resources, in alignment with VC's priorities. Directs projects, analysis, and outcomes of high-level initiatives, and facilitates the communications and implementation of decisions and strategies. Develops executive level presentations to support OMCP objectives. Exercises a high level of judgment in selecting methods, techniques and evaluation criteria for obtaining results.
