This position, as a funding advisor, reports to the Director of Workforce Education Services. These responsibilities include assessing a student's eligibility for tuition aid, approving, tracking, recording expenses, and handling case management for the workload of the workforce education funding programs. Working with students enrolled in workforce education services and serving as a funding advisor takes up approximately 80% of the time. This role will complete duties with a high level of accuracy and efficiency and communicate these practices to staff, students, and the public. The funding advisor instructs personnel and recommends policies, in addition to following program standards, state board guidelines, and institutional and internal protocols. These include the Opportunity Grant (OG), Worker Retraining (WRT), Early Achievers Grant (EAG), Basic Food for Employment and Training (BFET), and Opportunity Grant for Healthcare Programs. Understanding housing, financial education, career, and employment resources is in line with the goal of working-student success. Some evening and weekend hours are required.
This is an exempt salaried overtime-eligible, full-time, at-will position.Reporting to the Director of Workforce Education Services, this position will:
Facilitate program participation orientations, interviews, screenings, eligibility determination, and co-enrolling students for all the workforce grants;
The program offers case management services to all qualifying students, while also handling student payments and reconciling installments using the ctclink system. It also manages post awards, resolves disbursement errors, and makes necessary changes;
In accordance with SBCTC grant guidelines, determine the students' continued eligibility based on local workforce policies and procedures, make sure they are meeting participant requirements, and make sure they are not exceeding maximum funding amounts or timelines;
For auditing purposes, maintain records both electronically and in tangible paper copies. Ensure that all state and institutional surveys, reports, and WES grant requirements are fulfilled;
Student success focuses on supporting students with college navigation to all relevant campus departments and programs to coordinate services;
Identify individual students' support service needs; make referrals to campus services or community agencies to resolve barriers;
Monitor students' satisfactory academic progress; track their academic standing and enrollment until program completion, including transcript reports; and assist them in submitting certificates or degree graduation applications.
Prior to each quarter, make sure to code all enrolled student groups and attribute values in the CTCLink system in accordance with the SBCTC coding manual.
Maintain a waiting list of potential students who are unable to access workforce grants due to a lack of funding;
In order to provide student support, the workforce team collaborates with the Highline Support Center and the Transition Success Center, process the ibest cohorts of students, and post tuition in the CTClink system;
Attend regional meetings offered in partnership with DSHS, as well as point-of-contact meetings organized by the State Board for Community and Technical Colleges;
For the first two quarters, provide advice to students, and then I connect them to the appropriate prof-tech academic advisor;
Perform other special projects as assigned, including leading department-required projects or tasks.
WORKER RETRAINING POINT OF CONTACT DUTIES:
Serves as the primary point of contact for the worker's retraining grant;
Collaborate with the WES team to identify potential grant applicants who represent the diversity of the community. Mandatory evening and weekend schedules are necessary;
Ensure prompt responses to all grant proposals related to worker retraining. Collaborate with college partners to present at Paying for College workshops in an effort to increase worker retraining enrollment;
Assist students receiving unemployment insurance with understanding and completing CAT/TB applications, as well as enrolling in a quarterly career retraining program;
It is crucial to complete and confirm the worker retraining students' monthly progress, as CAT/TB has approved;
The ESD Auburn location organizes quarterly virtual or in-person seminars focused on funding college education, with the objective of attracting and retaining students.
Ability to:
Ability to support students who are English language learners and/ or seeking basic skills; Ability to work with diverse family styles, multi-ethnic populations and low-income and/or at-risk individuals, preferably in an educational or workforce setting;
Ability to navigate and perform in a comprehensive manner using MS Office Suite, Excel, Google Docs as part of WorkSpace, Google add-on like Document Studio, Outlook, CTClink (PeopleSoft Software for Student Management Services) and other electronic environments;
Ability to use student, financial aid or eJAS database systems;
Ability to track and record expenditures;
Ability to provide a high level of customer service orientation;
Ability to be sensitive to the needs of students who may be homeless, low-income, limited in their ability to speak English, or impacted by domestic violence, substance abuse or other barriers to employment;
Ability to communicate, including written and interpersonal communications skills;
Ability to be creative in problem solving, decision-making and negotiating solutions; Ability to work independently and as a member of a team;
Ability to prioritize and organize workload;
Ability to manage time and projects to meet deadlines.
Knowledge of:
Higher Education Institutions;
Financial Education;
WA State Workforce Grants and Guidelines.
MINIMUM:
Bachelor?s degree in social services, social work, education, student personnel or related field;
OR
AAS/AS degree in social services, social work, education, student personnel, or another closely related field; AND
A two-year track record in the field of higher education, with a particular focus on recruitment, enrollment, education, and case management for student success.
OR
An equivalent combination of experience and education.
DESIRED:
Experience working at a community college with a diverse social and economic population.
Somali, Pastu, and/or Dari are desirable candicates.
