The Role:
The Dallas Fed seeks a proven executive who will work collaboratively with the Bank’s President, First Vice President, and Board of Directors to provide legal, ethics, and compliance leadership for the Bank. This executive will be a member of the executive leadership team responsible for setting the vision and strategic direction for the Bank and driving priorities for the Dallas Fed as a whole. This role will also oversee the Office of the Corporate Secretary. The executive will have a proven record of leading a professional legal team and delivering desired results. The person should be capable of inspiring, supporting and developing a diverse team that is agile and effective at supporting an organization that operates in a highly dynamic and integrated environment while maintaining the highest standards of excellence. The SVP and General Counsel is expected to work collaboratively with peers and stakeholders across the Federal Reserve System.
The SVP and General Counsel will ensure their team and the practices of the Bank sustain and enhance the Bank’s reputation as a trusted public and financial institution. They will establish and maintain effective relationships with external partners, internal stakeholders at all levels, across the Federal Reserve System, Board of Governors, and with the Dallas Fed’s Board of Directors.
Key Responsibilities:
Serves as the senior legal advisor, providing legal counsel and guidance, as well as broad-based thought leadership and strategic advice to the President, First Vice President, Senior Officers, and other Bank employees.
Collaborates with other members of the Bank’s executive leadership team to establish the strategic priorities and policies of the Bank, consistent with the Federal Reserve System’s mission. Demonstrates decisiveness and dynamic leadership to help the executive leadership team efficiently reach conclusions.
Represents the Bank at the System level, with the Board of Governors, and with outside agencies, as needed, and throughout the Eleventh District more broadly.
Serves as a visible thought leader and voice at the Bank, throughout the Eleventh District, and across the System to further advance the mission of the Bank.
Leads the strategic planning and policy development activities for the Legal function and Office of the Corporate Secretary (and other functional areas that may be assigned) and is responsible for the overall performance of the Legal function.
Leads, coaches, and develops a highly trained team of professionals to meet the legal demands of the Bank and effectively manages all legal services provided by internal and external counsel.
Engages business leaders at the Bank and across the System to identify initiatives and business opportunities where the Legal function and/or the Bank can add value or lend expertise and influence outcomes.
Provides comprehensive management to the legal and corporate secretary staff, including coaching and development, to expand their capabilities and ensure management succession within the Bank and the System.

Expertise with current and evolving legal issues and trends in banking, financial regulation and supervision, payments, technology, governance, and ethics.
Experienced strategic legal advisor with the ability to anticipate legal issues and risks and recommend approaches that are pragmatic in a regulatory environment.
Ability to influence leaders and stakeholders at the highest levels of the Bank and across the System, through exceptional relationship management, judgment, communication, and influencing skills.
Exceptional legal skills, including but not limited to, critical analysis of key legal issues and ability to develop legal strategy and objectives.
Strong business acumen with a proven ability to evaluate the costs, risks, and benefits associated with alternative actions before making decisions. Effectively lead the implementation of new approaches in an evolving risk environment.
Track record of successful leadership with a commitment to operational excellence and a proven track-record of execution and delivery, achieving exemplary results.
Demonstrated history of creating a diverse and inclusive environment within one’s team(s) and across the organization.
Proven ability to positively coach, lead, and develop others to achieve their professional best.
Strong collaboration skills and an interest in ensuring strong cross functional and enterprise-wide relationships with an ability to partner effectively with others in the pursuit of common goals. Ability to navigate a matrixed organization.
Executive presence, judgment, and pitch-in communicating and supporting effective discussion and decision making among boards, policy makers, and others. Effective and strong interpersonal and diplomacy skill; excellent writing, presentation, and analytical skills.
Deep public service and/or mission-driven orientation.
Education and Experience:
15 plus years of progressively responsible legal experience in banking, financial services, or other relevant industry/specialty areas, including at least 10 years of management experience.
Understanding of the Bank’s and the System’s role in the banking, payments, and regulatory environment, and strong knowledge of the legal complexities through active responsibility for legal teams, evolving legal issues and engagement with key stakeholders.
Proven experience working and leading in a highly complex and matrixed organization.
Juris Doctor Degree from an ABA accredited law school and law license in good standing.
Member of the Texas Bar preferred.
