The Chief Information Officer (CIO) of Care New England will serve as the chief strategist and overall information systems administrative and operations leader for the organization.
- Reporting directly to the Chief Executive Officer, he/she will serve as a key member of the executive team, and partner with the organization’s clinical and administrative leaders to drive achievement of the mission and strategic goals.
The CIO will provide strategic and operational leadership to guide the future direction of the IT enterprise and enable high quality service to clinical and business operations.
- The CIO will lead the development, implementation, and operation of Information Services to meet the business and clinical needs of Care New England and drive the optimization of clinical and business processes through methods improvement and the application of advanced information technology.
The CIO will provide vision and leadership for the development and implementation of information technology in the support of the delivery and implementation of value to customers through cost effectiveness, clinical and business quality, service excellence and access.
- As Care New England continues forward in system integration, the CIO will advance the continued alignment of IT team members, systems, platforms, priorities, budgets, and capital planning.
The CIO will ensure structure and processes to support IT core processes, including IT governance, project portfolio management, contract management, service desk, analytics, cyber security, and application and infrastructure rationalization. The CIO will lead a team of approximately 175 employees with a current annual spend of $90 million in operating expenses and $18 million in a capital budget.

Build and maintain both professional and personal credibility and trusting relationships with the Care New England executive team, Board of Directors, IT team members, and business unit and clinical leaders across Care New England. • Assess and make recommendations as appropriate on the improvement or re-engineering of the IT department management structure, for optimal effectiveness and efficiency in achievement of department goals. • As a member of the Care New England executive team, partner with colleagues to identify, plan, and execute on System operating and programmatic initiatives to support System service and financial recovery. • Develop and initiate execution of a plan for migration to a single Electronic Health Record platform. Provide leadership to ensure a successful implementation. • Develop and initiate execution of a plan for migration to a unified platform for an Enterprise Resource Planning (ERP) system to include Human Resources, Benefits, Payroll, Supply Chain and Financials. • Provide leadership for the development, adoption and execution of an IT strategic plan which is aligned with and supportive of the Care New England strategic plan. Sets the mission and vision of the IT organization, in alignment with and in support of the mission, vision, and values of Care New England. • Leads the development of the IT strategy and road map; ensures its integration with the enterprise's strategic planning process, and the resulting business strategy and plans. • Acts as a trusted advisor and consultant to Care New England senior executives, business unit leaders, and service line and physician leaders on matters related to information technology and digital strategy. Builds and maintains relationships to develop a clear understanding of customer needs. • Provides strategic direction and oversight for the design, development, operation and support of IT systems and programs that fulfill the needs of the organization, including enterprise architecture management, application management, security and risk management, and infrastructure and operations support management, • Ensures cost-effective delivery of IT services, responding with agility to changing organizational priorities. Uses influencing and negotiation skills to create synergies across the enterprise to enable cost-effective and innovative shared solutions in achievement of system goals. • Collaborates with executive leadership and business partners to define and execute the digital business strategy. Participates in and contributes to the assessment of external digital opportunities and threats, and internal technology capabilities required to achieve desired competitive positioning. • Maintains currency on new technologies and platforms, and provides direction on emerging technologies to be assimilated, integrated and introduced within the enterprise. Provides strategic direction for the IT organization's innovation efforts and role in adopting new solutions to advance the digital strategy of the enterprise. • Develops and controls annual operating and capital expenditures for IT, ensuring they are consistent with overall strategic objectives of the enterprise and are within plan. Develops the business case and cost/benefit analyses for IT spending and initiatives. • Directs the information systems effort to achieve short-term objectives, to react to environmental events as necessary to keep CNE competitive, and to concurrently assure progress toward long-range goals. Reviews information systems projects proposed by users and IT managers • Utilizing IT Governance, approve, prioritize and manage projects and the project portfolio as they relate to the selection, acquisition, development and installation of major information systems. Directs the development of IT sourcing strategy and provides executive oversight for strategic vendor and partner relationship management. • Builds, develops, and mentors a cohesive, high-performing IT management team with like-minded focus on communication, accountability, and customer service. • Implements a sustainable succession plan of high potentials and future talent, to ensure continuing effective delivery of core IT services and the advancement of the digital strategy. • Develops and maintains an IT workforce with the appropriate mix of business knowledge, technical skills and competencies that balance the needs between growing the agility required to achieve digital business objectives and ensuring reliable delivery of the core IT functions. Partners with Human Resources and the IT leadership team to develop an IT talent and workforce strategy that aligns with organizational and IT strategy, working together to pursue leading-edge and innovative approaches to the recruitment, development, and retention of the IT workforce. • Assesses and communicates risks associated with Information Systems investments. Directs development and execution of an enterprise-wide disaster recovery and business continuity plan. • Translates complex IT information to non-IT professionals to assist them to make appropriate decisions and provides visionary direction for future IT investments and sound knowledge of and expertise in information/communications technology and equipment. • Cost-conscious, pragmatic, and resourceful working well with Clinic administrators, physicians and staff and exhibits patience and the ability to accommodate change in an industry undergoing rapid transformation. • Ensures IT system operation adheres to policies, applicable laws and regulations. • Oversees other projects or initiatives as necessary to help support the mission, vision, and goals of Care New England.
Requirements:
Bachelor’s degree in Information Systems Management, Computer Science or a related field is required; A Master’s degree in Business Administration, Healthcare Administration, or a related graduate degree is preferred.
Ten or more years of progressively responsible healthcare information technology leadership experience, including five or more years at a senior leadership level.
The ideal candidate will be a current or former senior executive with a strong track record leading IT within a large, complex, multi-site health system.
Prior experience with Cerner and Epic preferred.
