This is an Excepted appointment for an initial three years, which may be renewed every one, two or three years, indefinitely. This position is in the Department of Defense (DoD), Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU), Institute for Security Governance (ISG), located at Naval Support Activity Monterey (NSAM) in Monterey, California. This position is eligible for remote work.
DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign partners in order to encourage and enable allies and partners to respond to shared challenges.
DSCU is the DoD’s center of intellectual life for Security Cooperation (SC). DSCU delivers the education, training, research, and analysis to the U.S. Security Cooperation Workforce and the institutional capacity building to our allies and partners to meet the current and future global security cooperation mission.
DSCU supports DSCA’s congressionally directed mission of training, educating, and providing for the long-term development of the SC workforce and enabling partner nations (PNs) to effectively and responsibly manage their security institutions. Through the work of DSCU, U.S. and PN personnel become SC community practitioners and responsible, effective members of security establishments committed to the rule of law, civilian control over the military, and respect for democracy and international human rights.
The Institute for Security Governance is a DSCU capacity-building institute that serves as a primary institutional capacity building implementer and international schoolhouse, operating within DSCA's broader SC mandate to train, educate, advise, and support foreign partners. Located at the Naval Support Activity Monterey (NSAM) in Monterey, California, ISG executes about 450 partner-facing engagements annually.
We are looking for enthusiastic, dynamic, and talented individuals with expertise and significant experience to perform the following duties:
Serves as a cyber capacity building subject matter expert (SME) and works with the ISG Regional Program Leads (RPL) and other experts to plan, design, and implement cyber advising and education missions for a particular geographic area of responsibility such as EUCOM or INDOPACOM, etc.
Assists the Geographic Combatant Command (GCC) and other DSCA elements with planning and shaping of cyber Institutional Capacity Building (ICB) efforts, representing how ISG can best support the command and steering to other resources and partners to develop comprehensive approaches to cyber capacity building.
Leads and participates in cyber advising and educational missions. Provides feedback as a member of the ISG Cyber Practice Group and assists in the development and improvement of products and resources for cyber ICB.
Serves as a Senior Lecturer of Practice to conduct advising, education, and training directly through various types of engagements, including courses held in the U.S., mobile short-term engagements abroad, and interactions conducted through virtual means.
Creates and curates knowledge in support of the University and Institute’s mission. Typical products include: ICB approaches or methodologies; domain-specific input to ICB planning products; design of change management lines of effort; support, advice, and recommendations to ISG and other USG advisors abroad; course concepts and learning methodologies for an international audience; and specific advising/change management or learning curricula to be delivered during engagements.
Participates in academic or professional research to create new knowledge or solutions related to SC and ICB topics and to the more specialized topics of the cyber practice area/discipline.
Performs programmatic leadership responsibilities to oversee, plan, and implement the advising and education responsibilities of the Institute.
Participates in DSCU’s self-governance and can serve as chair, vice-chair, or as members of the University’s or Institute’s governance committees and working groups (e.g., library, IT, budget, infrastructure, professional standards, and search or selection committees, both standing and ad hoc).
QUALIFICATIONS:
A master’s degree or higher (JD, PhD) in a field of importance to security cooperation or the University and Institute, such as: international relations; security studies; regional studies; change management; organizational development; history; education; business administration; public administration; economics; social science; anthropology; philosophy; cybersecurity; or related.
Prior leadership or managerial experience in a public, private, or academic setting.
Experience in the delivery of advising, education, or training related to defense, security sectors, foreign policy, governance, capacity building, diplomacy, or modern history.
CONDITIONS OF EMPLOYMENT:
Must be a United States Citizen.
Must be able obtain and maintain a Top Secret clearance.
Must be able to pass pre-employment and random drug testing.
Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
Must be able to travel away from the normal duty station on military or commercial aircraft.
This is a Security Cooperation (SC) position due to the nature of the position’s duties and responsibilities. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program". Incumbent must complete DoD SCW Intermediate-level certification. Incumbent must complete Basic-level courses within one year and Intermediate-level courses within two years (3 years total).
