DESCRIPTION
The Alzheimer's Disease Cooperative Study (ADCS) was formed in 1991 as a cooperative agreement between the National Institute on Aging (NIA) and the University of California, San Diego. The ADCS is a multi-center clinical trials consortium that provides an operational framework for large scale Alzheimer's disease research projects. The ADCS consists of 7 cores, 22 committees, 39 research sites that are members of the consortium/Steering Committee, and an additional 40 or more research sites located across the U.S. and Canada that participate in one or more trials coordinated by the ADCS. Annual funding for the ADCS ranges from $15-$25M. The ADCS provides expertise in developing Alzheimer's disease related protocols and is the coordinating center for multiple clinical trials of varying sizes and complexity under subcontracts funded by NIH and clinical trial agreements with industry partners.
The Research Administration (RA) Supervisor is a member of the ADCS Finance Team, uses professional concepts to apply organizational policies and procedures, and contributes to the financial and operational performance of the ADCS.
Under the direction of the Finance Director, the RA Supervisor is responsible for providing leadership, training, daily management, planning coordination and supervision of the complex sponsored clinical trial financial activities in the ADCS. The incumbent will complete complex financial reporting to include budget development and trend analysis, create and compile financial reports which track spending patterns, capture statistics and identify trends. This position also develops and implements standard operating procedures to ensure efficiency, effectiveness, and quality control.
The incumbent will have exposure to the multiple facets of clinical trials operations at the ADCS, interfacing internally with our Core Units (Clinical Operations, Monitoring, Medical Safety, Regulatory, Data Management, Informatics, Biostatistics, Biomarker, Recruitment, Admin) as well as with various central offices (HHR, ARC, HBC, HSSPPO, SPF, OCGA, OCTA, IRB, OCAA, General Accounting, etc.) The incumbent and staff will manage the full range of sponsored research mechanisms and sponsors, including recharges, clinical trial expenses, gifts, contracts and grants. Duties will be split between pre- and post-award fiscal management, analysis and administration of sponsored projects and supervision of fund managers. Pre-award activities include the development of budgets in conjunction with the Faculty Director, Executive Clinical Operations Director, Admin Director and Finance Director. The incumbent will also be responsible for the oversight and review of proposal packages, communication with central pre-award offices and coordination of proposal submissions. Post-award activities include direct management of budgets and short- and long-term financial planning. Provide direct supervision to 2-3 fund managers, including training, daily workflow management, performance, reporting and complex clinical trial financial management.
The RA Supervisor must foster excellent relations with the department's operations/decision support staff to ensure the smooth functioning of the research needs of department faculty. The incumbent will be the primary communication support for research-related policy and procedure, directly with faculty and department staff. It will manage communications and problem-solving for faculty grants and contracts matters, escalating to the level of Director Finance as necessary.
Supervises 2-3 fund managers working on grants or contracts according to established policies and management guidance. Recommends changes to department policies and practices. Receives assignments in the form of objectives with goals and the process by which to meet goals. Exercises judgment within defined procedures and policies to determine appropriate action. Identifies risks and responds accordingly. Provides priority setting and workflow analysis. Uses advanced contracts and grants (research administration) concepts to manage complex clinical trials and other research projects.
