Job Summary:Eastern Washington University is currently seeking skilled and team-oriented applicants for the following position:
Academic Affairs Senior Budget Officer. The primary purpose of this position is to support the budgetary and business management functions within the Division of Academic Affairs under the direction of the Vice Provost of Academic Administration and in support of the Provost and Vice President for Academic Affairs. This position is the senior administrative and budget liaison for Academic Affairs.
This position will provide strategic direction and innovative approaches to the Provost; and serve as the focal point for resolution of a wide variety of complex strategic, administrative, financial, and operational issues facing Academic Affairs. This position will serve as the advisor to the Provost in the areas of strategic financial planning and resource management.
This position is responsible for planning, organizing, implementing, coordinating and controlling all administrative services for Academic Affairs exercising independent judgment and delegated decision-making authority. While the college and functional unit financial officers will report directly to their unit lead (dean or functional unit administrator), the Academic Affairs Chief Administrator and Budget Officer will provide budgetary oversight, support, guidance, and philosophy to college and functional unit financial officers.

Required Qualifications: - Masters Degree in Business, Finance, Accounting, or related field.
- At least two years experience performing responsibilities similar to the key responsibilities of this position; for example:
- Serving as a Budget Analyst, Budget Manager, or Fiscal Specialist
- Providing budgetary and strategic planning support to the head of a large, complex organization (more than 200 employees)
- Experience providing financial and budgeting analysis and reporting in support of the executive level of an institution or organization.
- In-depth knowledge or and experience with, budgeting systems and processes in an academic operation.
- Experience collecting and analyzing data.
- Demonstrated ability to manage multiple projects and time while under pressure to meet deadlines.
- Strong computer skills including Microsoft Office applications with particular emphasis on proficiency with Excel.
- Demonstrated successful experience in the following areas:
- Accounting and financial/budget management.
- Managing and tracking multi-fund budgets.
- Conducting reviews and audits, analyzing programs, creating reports, and identifying appropriate corrective recommendations.
- Administering contracts or grants, providing appropriate guidance and oversight.
- Representing management objectives and goals within an organization, including to individuals who do not directly report to the position.
- Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility, and/or diversity.
Preferred Qualifications: - Knowledge of Washington States appropriation, budgetary, and accounting systems.
- More than two years of experience performing responsibilities similar to the responsibilities of this position in support of a large, complex organization.
- Experience with Banner financial system module.

Responsibility / Duty: - Maintain centralized record keeping and reporting systems for all Academic Affairs budgets; track budgets and ensure accuracy of accounts.
- Analyze and forecast needs and commitments taking into account Strategic Planning and other environment factors to ensure responsive budget planning and maximum accountability.
- Implement controls as necessary to ensure actual spending in accordance with approved plans and evaluate unit performance by comparing actual performance and/or trend analysis with budgeted performance.
- Prepare reports and perform financial and other operational reviews as requested by the Provost; formulate and recommend corrective actions; implement approved procedures and interventions.
- Create budget planning tools for state units, foundation accounts, grants, contracts and other units.
- Develop and implement unit budget/financial system and reporting enhancements to ensure quality, accuracy, and timeliness of budget and financial information. Develop financial models and options for consideration by the Provost.
- Perform and/or direct activities relating to the preparation of short-and-long-range plans for Academic Affairs operating budgets.
- Assist Provost in determining budget cuts, making recommendations, calculations, preparing scenarios; discuss with Provost the affect each scenario would have.
- Train College Budgetary staff on fiscal matters and oversee college budgets.
- Analyze information and provide documentation, calculations, and background information to support or aid Provost in making decisions.
- Design and produce computer spreadsheets and databases to track and coordinate budget activity within Academic Affairs. Maintain statistical records.

Responsibility / Duty: - Provide budgetary oversight, support, guidance, and philosophy to college and functional unit financial officers.
- Organize the various budget submissions as developed by the Provost and management team.
- Train college/departmental budget custodians as appropriate and provide assistance in more complex budget matters.
- Represent the Provost and Vice President for Academic Affairs as requested in budget matters with contracting agencies, central administration and subordinate staff.
- Ensure appropriate and adequate financial controls are operational at all levels of Academic Affairs in keeping with university, campus and college policies and procedures.
- Responsible for devising systems and procedures that enable the Provost to respond to campus and system-wide requests for information.
- Advise and disseminate information related to policies and procedures and provide budget and workload analyses for departments/programs when needed.
- Recommend and provide primary assistance to the Provost, Deans and department chairs/staff in the development of budget requests and budget reductions.
- Responsible for the delivery of appropriate and effective administrative information systems support for Provost.
- Ensure the timely implementation and effective utilization of university systems and automated tools.
- Ensure that the strategic initiatives and goals of Academic Affairs and the university are supported by aligning the organizational capabilities with strategic initiatives.

Responsibility / Duty: - Establish processes that optimize efficiency and ensures compliance with university policies and procedures.
- Supervise assigned classified staff: interview/recommend for hire, train, supervise, approve leave, approve timesheets, evaluate, coach/discipline as warranted.
- Train staff and other university personnel to implement budget policies and procedures.
- Develop duties and responsibilities required to support budget and financial functions.
- Define performance expectations, advise employees on performance deficiencies and identify needed corrections.

Salary Information: The salary range for this position is $85,010 (minimum) up to $105,000. Where the hired candidate will begin within this range is dependent on education, experience and skills.
