DEPARTMENT OVERVIEWEstablished in 2014, the Genomics Institute (GI) comprises diverse researchers from a variety of disciplines across academic divisions who are exploring the power of genomics for the benefit of both the individual and the planet. The GI is unlocking the world's genomic data to accelerate breakthroughs in health and evolutionary biology. Its platforms, technologies, and scientists unite global communities to create and deploy data-driven, life-saving treatments and innovative environmental and conservation efforts, while addressing the most fundamental societal and policy questions.
The GI operating budget is approximately $32M per year made up of almost 30M in sponsored funds from federal, state and private sponsors and the remainder in gifts and institutional funding.

https://engineering.ucsc.edu/ JOB SUMMARYUnder general direction from the Executive Director, the Director of Research Development (DRD) supports the UC Santa Cruz Genomics Institute (GI), a ~$30M interdisciplinary Organizational Research Unit (ORU) within Baskin Engineering at UC Santa Cruz. The Genomics Institute DRD leads the Research Development (RD) unit within the GI, a specialized team of research administrators responsible for contract and grant proposals, program development, and post award management for GI principal investigators. Primarily through subordinate grants management specialists, the DRD supports investigators to develop strategies for research program proposals, liaisons with funding agencies and Office of Sponsored Projects to coordinate competitive proposals, and works closely with Principal Investigators (PIs) and project leads in the effective management of awarded projects. The RD team drafts components of proposals, budget justifications, progress reports, and communications to agencies; works with technical staff and project managers to develop accurate budgets; works with PIs, agencies and divisional leaders to identify and implement solutions to award challenges and complications. The DRD is an experienced leader with significant responsibility to achieve broadly stated goals, receiving assignments in the form of objectives and determining how to use resources to meet schedules and goals. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs, workload, and time, and can result in lost research opportunities and delay progress on projects.
This position is a key part of an active administrative office supporting the scientific efforts of faculty of the UC Santa Cruz (UCSC) Genomics Institute and its related projects and organizations, such as the UCSC Genome Browser, the Computational Genomics Laboratory and Platform, the Human Cell Atlas, the Braingeneers, and the Treehouse Childhood Cancer Initiative. It also supports the operations of the Genomics Institute, which involves approximately 30-affiliated faculty, over 100 staff and researchers, as well as postdoctoral scholars and students participating in research projects supported on sponsored funds from the federal and state governments, private gifts, Foundations and the Howard Hughes Medical Institute (HHMI).

JOB DUTIES40% - Post-Award Implementation & Management
- Analyzes, develops, and implements operating processes and tools, such as file systems, databases, grant documentation, and workflows to ensure efficiency, accuracy, and access to backup records of proposals, awards, key communications, and all other relevant documentation. Maintains subject matter expertise in areas of finance policy, research administration and funding agency guidelines e.g. federal uniform guidance, state rules and regulations, and individual foundation terms and conditions. Has delegation of authority status on relevant contracts and grants, review and approve expenses via UC Santa Cruz's procurement system, CruzBuy, DocuSign, email communication, etc. Ensures staff receive sufficient training to have necessary subject matter expertise for the awards they manage. Serves as program officer for a portfolio of awards.
30% - Pre-Award Development
- Consults with faculty and researchers on development of proposals. Collaborates within the unit, the organization and among participants to analyze, evaluate and further research objectives and results. Reviews and analyzes the program's and other funders' portfolios for emerging issues and research. Keeps abreast of developments in the research areas to identify expert advisors and peer reviewers.
15% - Cross-Organization Collaboration
- Collaborates with other teams within the Genomics Institute, e.g. Finance, Human Resources, and technical/research teams, and across the university, e.g. Office of Sponsored Projects, and Extramural Funds, to optimize practices and workflows. Serves as primary consultant for large or complex research grant program(s)/initiative(s). Represents initiative with other organizations within the academic or scientific community and with government and community stakeholders sharing common objectives.
15% - Supervision
- Supervises grant program staff in proposal development for GI investigators, including staff review of grant and contract award terms and conditions.
- Supervise, train, assign workloads, evaluates, provides professional development opportunities,
- Responsible for recruiting, training and corrective action of staff.
REQUIRED QUALIFICATIONS - Advanced degree in related area and / or equivalent experience and / or training.
- Demonstrated experience in research proposal development and submission, interpreting, organizing, and managing the administration of grant projects, including grant budgets, accounting systems, sub awards, and the resources that these projects require.
- In-depth academic background and experience in genomics, public health, bioinformatics research or related field.
- Advanced skills analyzing information, problems, situations, policies or procedures to define the problem, need or objective.
- Proven ability to formulate solutions, provide alternatives and recognize implications for implementation.
- Proven ability to assess and implement new program development.
- Advanced oral communication skills.
- Advanced written communication skills.
- Advanced interpersonal skills and ability to work with diverse groups to achieve results.

PREFERRED QUALIFICATIONS - In depth knowledge of applicable federal, state, local, sponsor and institutional regulations, policies and guidelines; knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Extensive experience applying such regulations and guidelines to grant project management, including reporting, budgets, personnel, and proposals.
