This is an Excepted appointment for an initial three years, which may be renewed every three years. This position is located in the Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU).
DSCA's mission is to advance U.S. defense and foreign policy interests by building the capacity of foreign partners in order to encourage and enable allies and partners to respond to shared challenges. DSCA leads the broader U.S. security cooperation (SC) enterprise in its efforts to train, educate, advise, and equip foreign partners.
DSCA administers SC programs that support U.S. policy interests and objectives identified by the White House, Department of Defense (DoD), and Department of State (DoS). These objectives include developing specific partner capabilities, building alliances and partnerships, and facilitating U.S. access.
DSCA integrates SC activities in support of a whole-of-government approach; provides execution guidance to DoD entities that implement SC programs; exercises financial and program management for the Foreign Military Sales (FMS) system and many other SC programs; and educates and provides for the long-term development of the SC workforce.
DSCU is the DoD’s Center of Excellence for security cooperation education and training, and international training, education, and advising. DSCU supports the DSCA’s mission of training, educating, and providing for the long-term development of the SC workforce and enabling partner nations (PNs) to effectively and responsibly manage their security institutions. The School of Advanced Security Cooperation Studies is responsible for providing the education for Security Cooperation Practitioners to meet current and future global security cooperation missions. Through the work of DSCU, U.S. and PN personnel become SC community practitioners and responsible, effective members of security establishments committed to the rule of law, civilian control over the military, and respect for democracy and international human rights.
Primary duties include:
The duties of the Dean, School of Advanced SC Studies encompass the following:
- Serves as the Deputy Assistant Director (DAD)/Dean of School of Advanced Security Cooperation Studies (SASCS). Serves as the Chief Executive Officer for SASCS and has overall responsibility for the School of SASCS.
- Serves as the Chief Academic Officer for the School and is responsible for the development and implementation of the educational policies and procedures necessary to achieve the academic objectives of the university.
- The incumbent works to advance SASCS as a highly regarded educational entity, renowned for academic rigor, innovation, and the achievements of its community of scholars; advances SASCS as a school committed to research and scholarship, with a distinctive emphasis on excellence in strategically-defined areas.
- Serves as one of the principals within DSCU for interfacing with foreign representatives on SC education support matters. As such, represents DSCU, DSCA and the United States Government (USG) in meetings with international leaders, both in the U.S. and abroad to further DSCA's strategic outreach goals and objectives.
QUALIFICATIONS:
- A graduate degree in a discipline that support the needs of DSCU and significance prior experience in education, leadership and strategy development.
- Mastery knowledge of the instructional programs and an extensive knowledge of educational theory, research based best practices, National Standards, Core Learning Goals, and Learner outcome.
- Extensive knowledge of school improvement planning process and curriculum design, implementation, and evaluation. Experience working with the leadership of foreign defense sectors (ministry, joint/general staff, Service Headquarters, defense and security agencies) to accomplish institutional capacity building and broader security cooperation objectives
- Excellent interpersonal skills and ability to foster open communication and collaboration.

- Excellent analytical and problem-solving ability
- Excellent oral and written communications and human relations skills.
- Must be a United States Citizen.
- Must be able obtain and maintain a Secret clearance.
- Must be able to pass pre-employment and random drug testing.
- Must submit a Financial Disclosure Statement, OGE-450.
- Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
- Must be able to travel away from the normal duty station on military or commercial aircraft.
