Responsible for the design, implementation, and ongoing evaluation of the organization's compensation and benefits programs, including base pay, incentive pay, health and welfare benefits, and retirement benefits. Works with executive leadership to ensure that compensation and benefits programs support the organization's business objectives and meet all legal requirements. Develops compensation and benefits budget for the organization and manages the budget after approval.

Responsibilities
This position serves as the primary advisor to the organizations senior management on matters related to benefits design, administration, and outreach, including health and welfare benefits, time off programs, voluntary benefits, and retirement programs. Monitors and oversees compliance of customer service, stakeholder relations, workforce, and financial goals and objectives as developed by the Board of Directors and senior executive management. This position is responsible for serving as a role model to staff across the system and representing the Foundation in a positive manner both within and outside the organization.
Guides the development and implementation of short and long-range goals and objectives for the companys benefits programs. Provides leadership and expertise in the development, implementation, oversight, and evaluation of benefits programs for the facility. Incorporates best practices and responds to emerging trends to enhance operations, programs, and/or services. Implements and evaluates strategic programs, develops effective tools to measure performance, analyzes related data, prepares reports, and makes recommendations to senior leadership based on findings.
Directs, supervises, and evaluates the work of direct staff. Accountable for achieving plans and performance targets. Works with cross-functional team members to identify and resolve the most complex issues and problems impacting compensation, benefits, and HRIS related matters. Supports development and continued professional growth to meet company and individual goals for long-term success. Demonstrates an expectation for continuous quality improvement utilizing processes that include consideration of all stakeholders.
Working in partnership with external vendors and consultants in both compensation and benefit arenas to ensure the company is positioned competitively and stays current on trends/changes in both the healthcare industry and general industry.
Evaluates the effectiveness of existing compensation and benefit programs, policies and guidelines to ensure they are market competitive, cost effective, aligned with corporate goals and are in compliance with company policies, federal legislation and other government and regulatory requirements.
Develops and executes a continuing comprehensive communication strategy for compensation and benefit programs and identifying opportunities to better enable the company to improve employee engagement, facilitate proactive and effective messaging and cadence as well as support the company's growth and strategic plan.
Oversees and maintains the optimal function of the HRIS, which may include installation, customization, development, maintenance, and upgrade to applications, systems, and modules. Serves as the lead representative and liaison between HR, information services, external vendors, and other stakeholders for HRIS design and implementation projects. Maintains knowledge of trends and developments in HRIS providers, vendors, and technology.
Ensures EEO-1 reporting, Affirmative Action, Sanction Check, and Payroll Based Journaling reports are completed timely and in accordance with regulation. Provides direct management and oversight of the HRIS and timekeeping team.
Performs all functions according to established policies, procedures, regulatory and accreditation requirements, as well as applicable professional standards. Provides all customers of Foundation Health with an excellent service experience by consistently demonstrating our core and leader behaviors each and every day.
Qualifications
Bachelors Degree in a relevant field, or equivalent level of education and experience. Expert-level working knowledge of principles, practices, and operations in assigned area of responsibility as normally obtained through a minimum of five years of progressively responsible managerial experience, including a minimum of two years management level experience within a healthcare system setting or large multi-operational, complex corporate environment.
Requires strong abilities in statistical analysis, data interpretation, computer software applications, database and spreadsheet programs, plus a proficiency in financial modeling techniques to generate management reports, projections, allocations, and analyses.
Requires strong interpersonal, leadership and communication/presentation skills.
