The New York State Public Health Corps (NYSPHC) builds public health capacity to support COVID-19 vaccination operations and to increase preparedness for future public health emergencies. The NYSPHC is a partnership between CCE of Schenectady County, Schenectady County Public Health Services (SCPHS), Cornell University, and the New York State Department of Health. This program is funded through July 2023 with the potential for renewal based on state and local funding.
The NYSPHC Team Leader is responsible for overall leadership and oversight for the NYSPHC Fellowship program delivered by Cornell Cooperative Extension of Schenectady County, with particular emphasis on staff supervision, professional development, and collaborating with community partners.
The Team Leader works independently and with limited supervision, influencing programs, policies, and decisions for the NYSPHC Fellowship program in Schenectady County and its constituent audiences. The Team Leader reports directly to the Association Executive Director and receives program oversight from Schenectady County Public Health Services and the New York State Department of Health.

Master's Degree and 2 years related experience.
Travel requirements: Ability to meet the occasional travel requirements associated with this position. A valid NYS driver's license with the ability to drive and driving record acceptable for Association insurance coverage are required.
Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
Commitment to working with diverse program participants of various socio-economic backgrounds in their own urban, suburban, or rural communities.
Administrative & Management Skills - Ability to manage and provide oversight to NYSPHC Fellows. Ability to exercise frequent discretion and independent judgment in managing programs and employees. Ability to oversee budgets, identify and secure funding that supports programs including sponsorships, grant writing, developing public and private partnerships.
Program Skills - Ability to effectively lead, manage, develop, deliver, and evaluate related programs. Ability to serve as an effective advisor and consultant to members of the public and governmental constituents in an effort to develop and influence programs and policy. Serve as an effective subject matter resource for NYSPHC Fellows, outside organizations, and others. Ability to recruit, engage, and motivate NYSPHC fellows and community agencies. Maintain program data confidentiality. Ability to effectively participate in professional team efforts.
Communication Skills - Ability to effectively communicate verbally and in writing with the public, governmental offices, program participants, employees, and others. Ability to relate effectively to co-workers, advisors, community and professional leaders.
Computer Skills - Proficiency or ability to learn and effectively use software including use of the internet, program related software, and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.

Master's Degree and coursework in public health, health education, social work, community health education, or related fields.
Supervisory experience, providing leadership and guidance to an Extension or similar program.
Familiarity with the community in which the work will take place and ability to utilize program resources within the community.
Position Responsibilities & Essential Functions
Program Assessment - 5%
Provide program leadership in the application of public health subject matter knowledge to identify gaps and trends in the community.
Lead the development of the program needs assessment of the CCE Schenectady NYSPHC Fellowship Program.
Make recommendations for programmatic offerings, enhancements, or improvements.
May be involved in multidisciplinary and multi-Association team efforts to assess program.
Maintain direct linkage with NYSDOH and SCPHS agencies for program assessment guidance.
Program Development - 10%
Use a system of ongoing involvement of community and staff members in the program development process which expresses the demographics of the community. This includes participating in scheduled planning meeting with SCPHS and NYSDOH. Attends community meetings with emphasis on programming for diverse Schenectady County residents.
Develop CCE Schenectady NYSPHC Fellowship program to meet changing local issues.
Develop new and innovative educational strategies that utilize proven educational methodologies and that consider the diversity of the community and enhance linkages to NYSDOH, SCPHS and CDC research.
Maintain direct linkage with NYSDOH, SCPHS and Cornell University for program development guidance.
Program Delivery - 10%
Serve as subject matter expert for staff and others. Apply in-depth subject matter knowledge to provide highly complex nonstandard responses.
Lead the application of subject matter knowledge to create lesson plans to deliver educational program.
Occasionally teach the existing educational program as defined. Deliver trainings including but not limited to presentations, workshops, seminars, conferences, individual consultations, and virtually.
Foster acceptance of NYSPHC program, methods and policies to address community and individual needs and consider diverse audiences.
Work with CCE Schenectady NYSPHC Fellows and Graduate Fellows to provide educational program efforts via mass media and social media. Work with CCE communications staff to push research based information on social media platforms to ensure consistent messaging throughout Schenectady County on important health-related topics.
Represent CCE before the public, community leaders, government officials, as part of program delivery and provide engaging and well-prepared presentations.
May be actively involved in multidisciplinary and multi-agency team efforts to deliver program.
Maintain direct linkage with NYSDOH and SCPHS and program units for program delivery guidance.
Evaluate and utilize a variety of proven educational methodologies. Ensure program delivery is within scope of the NYS Healthy Families plan of work.
Program Evaluation - 5%
Lead the application of subject matter knowledge to evaluate assigned programs and make recommendations for improvements.
Maintain direct linkage with NYSDOH and SCPHS for program evaluation guidance.
Interpret evaluation data and communicate evaluation results and findings to the constituencies.
Interact with various constituencies to obtain their evaluation of programs.
Direction - 20%
Provides overall leadership for planning the CCE Schenectady NYSPHC Fellowship program and program efforts including by regularly working with partner and funding agencies on the same.
Develop and/or enhance relationships with appropriate agencies, organizations, industries and community leaders for the NYSPHC Fellowship program. This includes communicating program needs and impacts effectively to community leaders and funders.
Plan program budgets in collaboration with the supervisor.
Management - 35%
Lead the development and implementation of a staff professional development program for CCE Schenectady NYSPHC staff. Participate in and ensure that all staff complete Cornell University's Public Health Essentials Program and other relevant professional learning opportunities as identified.
Lead the evaluation of staff professional development efforts and make recommendations for improvements.
Ensure that the program operations are conducted within accordance of accepted fiscal practices.
Provide supervision and guidance to program staff, including those performing similar work. Directly supervises assigned staff. Carries out staff supervisory responsibilities in accordance with the Association's policies and applicable laws. Responsibilities include interviewing, and hiring staff; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Jointly develop and review progress of assigned staff development plans as needed to increase staff competency. Assures positive, team-based employee relations.
Solve problems and resolve conflicts that arise, utilizing appropriate policies and procedures.
Monitor program to ensure that educational content conforms to research base, policies and objectives of the association and is research-based.
Manage program budgets in collaboration with the supervisor.
Ensure grant funding requirements are met including by monitoring programmatic plan of work and adherence to program guidelines established by NYSDOH and SCPHS.
Coordination/Operation - 10%
Conduct community outreach to assist in the identification of community needs and priorities relating to public health in Schenectady County.
Prepare and submit expense reports and provide input to supervisor for budget preparation.
Maintain confidentiality of information regarding all program participants.
Maintain record of participants, complete reports, and accurately collect and prepare paperwork as required for the program evaluation process.
Complete necessary written documentation as required by programs and funders.
Perform routine data collection utilized by the program.
Professional Improvement - 5%
Participate in and complete required continuing education (Cornell University Public Health Essentials Certificate Program, etc.) to advance knowledge of social and structural determinants of health and impacts of racism and discrimination and develop an understanding of how to integrate this data and knowledge into educational programming.
In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
