The Person: The NCI is seeking an innovative leader to serve as its Deputy Director and Chief Technology Officer (dual role) for the Division of Cancer Prevention (DCP). The DCP (http://prevention.cancer.gov/) conducts and supports research to determine a person's risk of cancer and to find ways to reduce the risk. Research fostered by the Division focuses on translational prevention and detection, but also spans the disease process: early interventions to stop or slow the progression of cancer, and symptom management during treatment.
The Deputy Director and Chief Technology Officer (DD/CTO), DCP, serves as a senior scientific authority within the DCP and NCI for establishing the research agenda and overseeing research to identify and expand technological solutions to fundamentally improve cancer prevention and symptom management. Specifically, the DD/CTO exercises responsibility for the following:
Leads scientific discovery and research programs on technology solutions to enhance and improve cancer prevention and symptom management. Monitors research efforts and makes decisions necessary for accomplishing program goals within available resources.
Participates with the Director, DCP, and the Principal Deputy Director, DCP, in the planning, direction, implementation, and evaluation of a coordinated program of research in technological solutions to improve and enhance cancer prevention.
Provides direction and oversight for senior professional staff responsible for managing a portfolio of research on cancer prevention technologies, including (but not limited to) imaging and image analysis, ‘omics, novel molecular techniques for measuring biomarkers in biospecimens (e.g., liquid biopsies), translation of discoveries into prototype products, drug discovery and delivery, new assays, and other biomedical engineering, bioengineering, and technology developments that will enhance and lead to new discoveries in cancer prevention research.
Determines highly complex and diversified approaches to effective research and scientific achievement and recommend decisions to the Director relative to program direction, emphasis, integration, discontinuation, or augmentation of research projects, in conjunction with committed research goals, advice of outside experts, available financial and staff resources, and needed facilities.
Provides expertise, advice, guidance, leadership, and direction to program managers and staff throughout the DCP and NCI as well as in other Institutes, agencies, and research organizations regarding research efforts to develop new technologies for cancer prevention, early detection, screening, and prevention and management of symptoms and toxicities in cancer patients.
Serves as scientific advisor and consultant on the quality and merit of cancer prevention technological solutions research being performed by other major research institutions, both domestic and foreign.
Represents the DCP, NCI, and NIH in communicating scientific needs and results to diverse communities served by the NCI.
Position Requirements: The successful candidate will have a M.D. or Ph.D. in a biomedical engineering, biomedical science, bioengineering, or biotechnology, or other relevant engineering/science discipline, with demonstrated scientific experience in technology solutions for health. Candidates with a successful program in cancer research, especially cancer prevention research, is highly desirable but not required. The candidate must be able lead, implement, and evaluate scientific discovery and research programs on technology solutions to enhance and improve cancer prevention and symptom management. As a scientific advisor, the candidate must be able to provide guidance and direction regarding research efforts to develop new technologies for cancer prevention, early detection, screening, and prevention and management of symptoms and toxicities in cancer patients. The candidate must be an experienced manager responsible for providing direction and oversight for senior professional staff who manage a portfolio of research on cancer prevention technologies. The candidate must have experience in establishing successful partnerships with a broad range of agencies and non-federal organizations. In addition, the candidate must have excellent written and oral communications skills as demonstrated through publications and presentations.

Salary/Benefits: This position will be filled under a Title 42 excepted service appointment. Salary is competitive and will be commensurate with the experience of the candidate. A recruitment or relocation bonus may be available, and relocation expenses may be paid. A full package of federal Civil Service benefits is available, including retirement, health and life insurance, long term care insurance, leave, and a Thrift Savings Plan (401K equivalent).
