The Center for Government Excellence (GovEx) at Johns Hopkins University, seeks a Practice Manager for Operations & Infrastructure to lead its operations & infrastructure portfolio focused on providing technical assistance and coaching to city leaders and government organizations to use data and evidence, develop skills and deliver impact at scale that improves resident outcomes. Infrastructure assets and services provide the basic physical and organizational structures that establish the foundation for a functioning and sustainable city. Access to reliable, quality, efficient, and affordable infrastructure services is critical to reducing poverty, promoting economic growth, supporting social development, and building resilient communities. GovEx aims to work with city leaders and stakeholders to improve operations and promote equitable city service delivery that is reliable, quality, efficiently supplied and affordable by promoting data driven solutions and fostering collaboration that delivers impact at scale and improves resident outcomes. Topics may include, transportation, broadband access, water supply & quality, sanitation, built environment, etc.
The Practice Manager will serve as a subject-matter-expert, lead a team of Senior Advisors, and will work closely with the Deputy Director of GovEx to manage a portfolio of operations & infrastructure projects, lead strategy, policy, and analytical support to senior advisors to ensure impactful engagements and outcomes for 100 cities across the US, Canada, and Latin America.
The Practice Manager will be responsible for designing and developing GovEx's practice in improving government operations and infrastructure, leading research and establishing best practices to support evidence-based practices in government leading to measurable impact in the city. The Practice Manager partners with relevant stakeholders and can build relationships at all levels, from residents to elected officials. In this role, they will serve as GovEx's operations & infrastructure expert, proactively identifying opportunities to increase the ability of city leaders to determine a city's theory of change and use data and evidence to determine the appropriate intervention to solve complex issues.
The Practice Manager will assist the Deputy Director of GovEx to embed an equity framework and ensure the successful integration of GovEx's service delivery model into technical assistance. The role will also work with the Data & Performance Practice Manager of the GovEx Executive Leadership to align in-depth technical assistance and coaching to mayors and their staff to further develop their data practice skills.
The Practice Manager will be responsible for leading operations & infrastructure policy research and identifying best practices and/or interventions cities can adopt to improve operations & infrastructure in their city. The Practice manager will lead efforts to develop resources and work the Training team to develop resources and integrate the practice into the curriculum design. The Practice Manager will work with Senior Advisors to scope projects and create project plans that lead to measurable impact.
The position reports to the Deputy Director of GovEx, working closely with the applied research and training team, collaborating with internal and external partners and staff responsible for technology, knowledge management, monitoring evaluation, and communications.
The selected candidate must possess a proven track record of success in the public sector, be a subject-matter-expert in operations and infrastructure, and experience coaching mayors or c-suite leaders. We are seeking a highly skilled visionary with a strong knowledge and background in policy and data practices. In addition to real-world experience working in the public sector with mayors and c-suite leaders, the Practice Manager must be a strong leader with excellent management, communication skills, and able to lead a team that encourages collaboration and respect.
Specific Duties & Responsibilities:
Staff Management (35%)
Hire, train, manage, supervise, and coach a team of Senior Advisors to set and achieve strategic goals and support a values-based organization and team culture
Develop, recommend, and administer policies, procedures, and processes in support of programmatic operations
Assign staff to projects and oversee their successful completion of these efforts
Manage ongoing professional development of staff to improve team talent, skills, and capacity
In collaboration with the Deputy Director, serve as hiring manager, including development of job descriptions, onboarding, and evaluation plans
Manage ongoing professional development of staff and career pathing to improve team talent, skills, and capacity
Support senior advisor technical assistance engagement to government practitioners
Program Management (35%)
Manage GovEx's portfolio of operations & infrastructure projects, including scoping, developing project plans and technical assistance day-to-day operations, including coordinating with internal staff, holding weekly meetings, and working with external partners
Manage multiple executive level learning opportunities with staff, partner organizations, and philanthropic funders in collaboration with the GovEx Director
Identify new opportunities to improve internal processes that allow the successful implementation of GovEx's technical assistance and coaching program.
Provide expert advice and leadership to define and continue enhancement of the program that reflect current best practices
Partner with Deputy Director of GovEx to align technical assistance delivery to the needs of the operations & infrastructure priority area
Lead senior advisors and city leaders to develop a theory-of-change for each operations & infrastructure project, using data and evidence to select metrics, evaluate disparate impacts and policy interventions that lead to measurable results
Program Development (20%)
Serve as a subject matter and political context expert, particularly in relation to operations & infrastructure challenges
Partner regularly with Deputy Director in coordinating and implementing contracts and grants and develop short-term and long-term strategies and objectives, and detail the progress and status of various priorities with partner organizations, funders, and staff
Stay current with state-of-the-art developments, best practices, and trends in coaching government officials in leading and/or transforming the culture of data use and management across city governments
Lead operations & infrastructure policy research and identify interventions cities can adopt to improve operations & infrastructure in jurisdictions creating a repository of best practices (case studies, policy briefs, etc) and develop materials presenting trends and results seen among GovEx's public sector clients
Collaborate with the training team to develop curriculum and resources to support workshops, trainings, and courses
Facilitate collaborative learning and other peer networking opportunities focused on healthy communities
Internal and External Relations (10%)
Build and maintain strong relationships with stakeholders: city leaders, elected officials, and other critical stakeholders
Represent GovEx to external stakeholders including governments, philanthropy, nonprofit organizations, and academic and public sector leaders
Conduct outreach to government executives and senior staffers in support of GovEx's technical assistance and coaching program
Manage day-to-day relationships and communications with client governments
Identify and recruit new government partners for technical assistance and coaching
Communicate and attend meetings with internal and external partners regarding program logistics
Collaborate with internal and external evaluators to track and report program participation and demographics
Work with the Communications team to promote technical assistance through blogs, podcasts, and other written and multimedia materials
Minimum Qualifications (Mandatory):
Bachelor's Degree in related field
Five years of related experience
Master's Degree in Public Policy or related field
At least two years experience in the field of public sector data use
Knowledge of the field of government data and how it is used improve service delivery
Experience managing diverse teams
Experience in the creation or direction of performance management or data analytics curriculum or courses
Special Knowledge, Skills & Abilities:
Strong grasp of curriculum development, instructional design, and training adult practitioners
Capacity to work independently and in a results-oriented workplace
A record of strong professional achievements in public policy, public administration, or a related field
Proven ability to develop, manage, and thrive in relationships with public sector executives and senior staffers
