Responsible for administratively managing staff personnel issues in the dynamic, complex, and growing academic Department of Mechanical & Aerospace Engineering consisting of approximately 280 academic, staff, and student employees. Under general supervision of the Chief Operations Officer (COO), the HR Generalist is department personnel advisor and consultant for the purpose of interpretation and implementation of staff personnel policy and procedures. Perform comprehensive HR administration including risk assessment, frequent review of information, and continuous communications with Chief Operations Officer (COO) regarding HR processes. Administer all aspects of career and limited staff personnel governed by multiple bargaining units and personnel programs within the department.
Serve as consultant to the Chief Operations Officer (COO) in the analysis and formulation of policy and key procedures for staff and non-faculty academic personnel. Responsible for matters involving recruitment, classification, merits, performance evaluations, organizational changes and disciplinary actions. Provide analysis regarding salary equity issues pertaining to new hires, reclassifications, equity requests and merit increases. Administer the payroll/personnel function for academic and staff employees. Responsible for department benefits administration. Provide personnel data and management reports to Chief Operations Officer (COO) as requested.
Independently responsible for the administration of the postdoctoral program. As visa expert for the entire department, manage all immigration issues including managing changes in INS laws, regulations, eligibility requirements, and procedural guidelines.
In collaboration with the Information Technology Unit and Chief Operations Officer (COO), design, enhance and maintain academic personnel/human resource web systems and personnel databases. Participate in short- and long-term planning relative to human resources goals and objectives of the department. Act as departmental liaison with campus Human Resources, Research Affairs, and other relevant campus organizations. Provide academic personnel support as necessary.
Bachelor's degree in related area and / or equivalent experience / training.
Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR including personnel activities, such as recruitment selection, payroll, timekeeping, discipline, termination/layoff, collective bargaining agreements, employee relations, labor relations, performance appraisals, benefits administration, compensation, job description development, diversity, etc.
Knowledge of organizational policies and procedures and knowledge of functional area. Experience in interpreting, analyzing, advising on, and implementing policies, procedures, and regulations related to all facets of human resources administration.
Basic knowledge of human resources policies and programs, and how they affect other organizational policies and procedures.
Working knowledge of UC San Diego policies and procedures related to personnel administration and payroll. (Preferred)
Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems. Strong experience with computerized systems, database management, and spreadsheet and word processing programs to manipulate data and create reports. Ability to become proficient in campus and department systems, particularly on-line payroll and personnel systems.
