What You'll Bring:
TransUnion is seeking a Sr. Consultant for its Public Sector Compliance Advisor position. The Public Sector Compliance Advisor will provide oversight of activities related to government contracts and help ensure compliance with all applicable rules and regulations relating to government contracts and government awards. This staff position will report to the Director of Compliance.
Experience with federal, state and local government contracting and/or subcontracting. A minimum of 5 years in government contracts compliance is required.
Knowledge of common commercial sales practices for products and the interrelationship between commercial and federal programs is preferred.
Detailed knowledge of, and experience in reviewing, interpreting and complying with, the Federal Acquisition Regulation (FAR), FAR Supplements, and other federal and state government procurement and contracting regulations, as well as government ethics and conflict of interest rules.
Experience in a commercial contracting environment to the government involving multiple contracts, a wide-variety of products and services, multiple GSA schedules and 3rd party products and 3rd party contracts is a strong plus.
Detailed understanding/experience in GSA audit guidelines and methods used by government auditors, and ability to effectively interact with government auditors, representatives, and contracting officials.
Compliance and process mindset.
You have, or have the willingness to seek, certification as a qualified compliance professional (e.g. Certified Compliance & Ethics Professional (CCEP), via the Compliance Certification Board (CCB) and the Society of Corporate Compliance and Ethics (SCCE)).
Certificates in government contracting such as Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM) preferred.
Impact You'll Make:
Manage, update and maintain TransUnion's Public Sector vertical's overall compliance program; TransUnion's Public Sector vertical is comprised of a Federal (FED) team; State, Local and Educational (SLED) team; and partnership-focused team
Serve as co-lead for TransUnion GSA Schedule Contract and other Multiple Award Schedule (MAS) contract vehicles
Serve as liaison to TransUnion Public Sector legal department and contract managements/Operations team as well as regular interaction with retained 3rd party consultant.
Oversee GSA Industrial Operations Analyst (IOA) visits and customer audits; lead internal mock audits in preparation for IOA visits and customer audits; prepare recommendations and reports based on results of visits and audits
Chair internal cross-functional and highly-visible committee aimed at enduring contract compliance and streamlining processes which affect compliance
Public Sector risk assessments require comprehensive knowledge of the Federal Acquisition Regulation (FAR), General Services Administration Acquisition Regulation (GSAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other agency supplements, as well as familiarly with SLED procurement requirements
Due to the nature of TransUnion's services, knowledge of the following laws and regulations is also a benefit: Fair Credit Reporting Act (FCRA), Gramm-Leach Bliley Act (GLBA), Drivers Privacy Protection Act (DPPA), and the California Consumer Privacy Act (CCPA)
Participate in product and service reviews and provide feedback on alignment with regulatory requirements
Meet, communicate and partner with business executives, legal, privacy, information security, operations, product teams, business sales teams, and other internal stakeholders to develop holistic risk-mitigation plans and recommendations
Provide guidance to Public Sector vertical on compliance with TransUnion internal policies.
Keep abreast of laws, regulations, legal precedents and industry best practices via membership and event attendance in industry associations and organizations such as the National Contracts Management Association (NCMA), Coalition for Government Procurement (CGP) and the Society for Corporate Compliance and Ethics (SCCE).
