SUMMARY: Reports to Recreation Director. This position is responsible for programming, staffing and managing the daily operation of the Roswell Recreation division. The position performs administrative and professional work in directing and managing the overall operations, facilities, fostering customer service, utilizing City resources to benefit the community and programs for the Recreation Department including recreation centers, aquatics, athletics, maintenance, and budget management. Responsible for recreation staff to meet specific goals and objectives of the Recreation Department. Essential duties and responsibilities may include, but are not limited to, the following:
• Directs and manages the development, operations, and growth of the recreation division to meet the needs of the community served. • Coordinates, schedules, plans, and directs work product of assigned employees to meet the needs of the programs and other activities of the department. Responsible for hiring, promoting, training, and disciplining employees in coordination with the Parks and Recreation Director to ensure consistent service and procedures with a high level of customer service delivered. • Determines and implements long and short-range recreational planning objectives, program evaluation, and conducts community needs assessments. • Inspects and monitors all major programs, services, staff, and facilities on a regular basis to evaluate quality and efficiency of operations and systems and compliance with operational standards including utilizing the City’s point of sale and registration system. • Recruits, trains, and directs the activities of volunteers and other instructors to meet the needs of planned programming including following the City’s instructor contract procedure. • Prepares and administers budgets for Recreation Department facilities and programs. Maintains financial records including revenue and fees generated by facilities and programs and program operational costs. • Serves as technical advisor to citizens, boards, commissions, and other departments and organizations including periodic reports to the Parks & Recreation Commission, Council Committees, and City Council. • Investigates and responds to inquiries and complaints relating to citizen use of recreation programs and facilities. • Meets and coordinates programs with schools, community groups, and other agencies to maximize services. • Work with recreation associations to establish the use of recreation facilities and resources and City partnership. • Works with Public Affairs department to develop and monitors private and corporate sponsorships. • Plans concession stand needs throughout the Recreation Department. • Oversees the marketing of recreation programs and facilities through the City’s Public Affairs Department. • Develops policies and procedures, programs, and objectives for leisure, recreational, cultural, and sports programs and recreational facilities including to achieve improved economy and efficiency in recreation program operations. • Assists and plans elements of City special events as assigned including participating in the SET Committee. • Serves as the backup to the Recreation Director • Other duties as assigned. • Supports the relationship between the City of Roswell and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS: Education, Training, and Experience: • Bachelor’s Degree (Recreation Administration, Health, Physical Education, Business, Sports Management, Education or related field preferred). • (3) Three years of relevant experience. Previous experience in a municipal recreation/pool setting is preferred. • Maturity, diplomacy, calm under pressure • Extremely well---organized and detail oriented; ability to multi-task • Excellent interpersonal and team skills • Strong communications skills, written and oral • Demonstrated resourcefulness and good judgment
Knowledge Of: • City and Department policies and procedures. • City, State, and Federal codes and ordinances. • Basic instructional techniques and recreation trends. • Aquatic & Recreational needs of senior citizens and youth. • Ability to operate various hand tools used for pool operation and maintenance and pool water testing equipment, first aid and life safety equipment.

LICENSE AND CERTIFICATION REQUIREMENTS: • New Mexico Driver's License with a good driving history. • Associate Park and Recreation Professional (APRP) or above. • American Red Cross Lifeguard • Certified Pool Operator (CPO), WSI (Water Safety Instructor) and LGT (Life Guard Training) certifications required. • Aquatic Facility Operator (AFO), WSIT (Water Safety Instructor Trainer) and LGIT (Life Guard Instructor Trainer) certifications preferred.
