Organizational Unit Overview The Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Campus Operations, Information Technology and Computing Services, Human Resources, Environmental Health and Campus Safety, Auxiliary Services and various support activities related to the ECU affiliated Foundations. The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets and administrative activities of all operations at East Carolina University and its affiliated Foundations. This division is a service provider in support of academic, research, and outreach missions of the University. Budget and Athletics Fiscal Affairs department provides financial and budgetary support in resource planning, university budget preparation and monitoring for East Carolina University.
Job Duties The Associate Vice Chancellor for Budget and Athletics Fiscal Affairs reports to the Vice Chancellor of Administration and Finance and is responsible for performing a wide variety of administrative, management, analytical, and administrative duties. The responsibilities are as follows: Collaborate with Division administrators and personnel on financial, management, administrative, and operational policies, strategies, and execution; Work with bond counsel, financial advisors and other university officials on planning for debt-financed projects; Work closely with the Vice Chancellor, division administrators, and other university officials to coordinate and/or oversee various activities, projects, and initiatives for the Division and the University; Coordinate the university’s tuition and fee process; oversee annual budget preparation for multiple funding sources; financial and operational analysis of programs/departments/units; Fiscal projections and analyses, continuous improvement, and efficiency/effectiveness initiatives; Oversee accounting, financial, and administrative duties to the Division of Administration and Finance and Chancellor Division; Oversight of the university’s unrelated business income activities and related tax reporting; Supervision and management of the University Budget Office and the Athletics Business Office; Work with senior Athletics Administration on financial planning, monitoring budgets and coordinating external review of NCAA Agreed Upon Procedures.
Minimum Education/Experience Qualifications for this position include possession of post baccalaureate credentials (or equivalent education) and independent experience in areas related to administration and finance activities. A minimum of five years of experience in a university setting or equivalent, preferably in a financial management role is required.
Thorough knowledge of PC based systems including spreadsheets, word processing, and databases is required.
Excellent oral and written communication skills are required as well as the ability to work in a cooperative and collaborative fashion with peers, subordinates, and superiors.
Preferred Experience, Skills, Training/Education Professional certification (CPA, CMA, CIA, etc.) is desired.
