Montana Housing staff can assist with buying a home, down payment assistance, mortgage servicing, reverse annuity mortgages, rental housing assistance, and multifamily rental development.
This position serves as an Accounting Specialist for the Board of Housing Homeowner Assistance Fund Program. The position has been created to assist with the implementation of the Montana 2021 - 2025 new COVID-19 Homeownership Assistance Fund (HAF) program created by the American Rescue Plan Act of 2021 that was signed into law on March 11, 2021. This new program will provide mortgage assistance and other eligible expenditures for eligible homeowners throughout Montana.
This federally funded full-time modified position is expected to be a three-year assignment. Length of assignment may extend up to five years or be less than three years, depending on availability of federal funds and business needs. The successful applicant will process payments and reconcile entries for assistance from the new complex federal program and report to the Homeowner Assistance Fund Program Supervisor.
This position is a modified position, an employee in a modified position is eligible for permanent status; however, modified positions will only last as long as the funding for the position is available.
Accounting Specialist responsibilities include, but are not limited to, various accounting/bookkeeping job duties, issuing program payments to servicers, utility companies, county property tax departments and others, reconciling accounting data, running reports and compiling data, assisting in month end and annual closing activities, responding to inquiries about payment status and program status, is first contact for working with mortgage loan servicers and bank staff, and suggest program improvements. This position does not supervise others.
Below are more detailed job duties:
Analyze data for validity and configure data into meaningful reports that comply with accepted accounting practices and standards.
Interface the application software with the state accounting software so payment can be generated from the state system and prepares manual warrant requests when necessary.
Follow state accounting rules for providing payments to vendors.
Reconcile payments and resolve any discrepancies, check for duplicate payments, respond to audit requests.
Develop and utilize internal accounting tools (e.g., databases and spreadsheets).
Assists in the management of application and loan data, payments to servicers, tax and insurance disbursements, and pertinent mortgage management data.
Responsible for conducting verification checks between application and payment information to ensure payment is being made to the appropriate payee and for the correct amount.
Monitors and performs frequent follow up with applicants and servicers to ensure program compliance and timely execution of program assistance.
Responsible for conducting quality assurance reviews to ensure that applications are processed according to the eligibility requirements set by the U.S. Department of Treasury and Montana Housing.
Communicate both electronically and verbally with applicants, mortgage servicers and other vendors.
Maintain a proper filing system, answer inquiries by researching accounting records and contacting appropriate personnel.
Required for the first day of work:
Knowledge of the principles and practices of accounting and loan servicing.
Strong business accounting or bank reconciliation experience, and attention to detail.
MS Excel skills – intermediate or advanced level.
Knowledge and experience with accounting software.
Reconciling technical accounting activities.
Identifying and resolving errors and discrepancies.
Analyzing and applying state and federal regulations.
Compiling, organizing, and reconciling complex financial data.
Standard office software operations.
Excellent analytic skills and attention to detail.
Good time management and organization skills and demonstrated ability to meet inflexible deadlines.
Able to communicate effectively with varied audiences (e.g., customers, servicer, counselors, legal staff, and coworkers, et al.) verbally and in writing.
Manage large volumes of data.
Exercise creativity to resolve problems.
Able to work within time constraints.
Able to work independently or within a team environment is required.
Associate’s degree in business/accounting, finance or closely related field may substitute for one year of experience.
Two years of experience in mortgage and loan accounting, auditing, database and spreadsheet development, and account analysis and reconciliation.
Other combinations of experience and education will be considered on a 1-1 basis (1 year of education is equal to 1 year of experience & 1 year of experience is equal to 1 year of education for evaluation purposes) *Total combined years must add up to the total of education plus experience listed as minimum qualifications for the application to be considered.
