Employment Counselor-Returning Citizens (Career Development Counselor); MCCC/MTA Unit Professional Position; 37.5 hours per week; Pay grade 4; Grant funded. This position is located at the MassHire Merrimack Valley Career Center in Lawrence with services also provided on-site at correctional facilities located in Essex County.
The Employment Counselor provides services to individuals who have experienced incarceration with the purpose of helping them to find employment that provides sufficient wages, benefits, and potential for advancement to decrease recidivism and support functioning as a contributing citizen. While emphasis is on working with participants while they are incarcerated, services are also provided to individuals who have been released from a correctional facility and are unemployed.
RESPONSIBILITIES: Reporting to the Career Center Director, the Employment Counselor will be responsible for but not limited to:
Conduct sessions that result in MassHire career center membership for participants. Sessions may be individual or delivered to a group, may be virtual or on-site within a correctional setting, and must be presented in a manner that engages inmates and encourages them to participate in MassHire services.
Meet regularly, case conference, and collaborate closely with case managers and other staff from programs serving individuals incarcerated in Essex County correctional facilities to ensure that services are coordinated and working effectively to achieve successful employment outcomes for program participants.
Educate participants about employment opportunities in the local labor market and skills needed to become employed in these areas.
Conduct comprehensive assessment of each participant. This assessment includes review and analysis of information obtained through interviews to appraise work history, transferable skills, educational background, skill certifications, interests, aptitudes, abilities, personal characteristics, consideration of labor market information, and determination of marketability.
In collaboration with the participant and based on results of comprehensive assessment, develop a career action plan that outlines services that will lead to achievement of the participant's employment goal. Career action plan should include identification of real and perceived barriers to employment and services focused on removing these barriers.
Conduct workshops on job search and other pertinent re-entry topics. Workshops are to be provided for participants on-site at Essex County correctional facilities.
Maintain regular communication with enrolled participants (weekly, if possible) to monitor and support implementation of the career action plan.
When appropriate, determine eligibility for participants to enroll in training programs. Verify and maintain required documents to ensure program eligibility for monitoring and compliance with funding, workforce board, and career center policies and procedures.
Provide information, assistance, support, and guidance to participants including, but not limited to identifying job openings, completing online job applications, developing a resume, interviewing, and debriefing after interviews.
Conduct post-placement follow-up for a minimum of 60 days to support job retention.
Document all services, notes, and job placement information in the Massachusetts One Stop Employment System (MOSES) database.
Perform related duties such as maintaining records, preparing reports, and attending meetings, as required.
Participate in staff development and cross training opportunities that expand and support functional skills and promote professional growth.
Bachelor's degree in education, psychology, rehabilitative counseling, or related human services field; with three (3) years' experience and/or training that includes vocational counseling, vocational testing/assessment, vocational referrals, employment services, or career development/transition; or an equivalent combination of education, training, and experience.
Employment counseling/case management work experience with individuals who have been incarcerated.
Knowledge of working with corrections, local community, state, and federal resources.
Strong career counseling, case management experience with a diverse population.
Strong problem-solving skills and the ability to work in a team.
Excellent organizational skills and the ability to prioritize and multi-task.
Strong oral, written, communication, and interpersonal skills.
Proficient in use of computers.
Attention to detail and accurate, timely entry of services and notes into database.
Transportation and valid driver's license.
Experience working with and supporting a culturally diverse population.
SALARY: Anticipated salary range is $52,754.00.00 to $58,994.00 annually with complete fringe benefit package. Complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits. Actual salary calculated in compliance with MCCC/MTA classification system. Transcripts will be required at the time of hire.
