The Nuclear Security Enterprise and Cost Analysis department at Sandia National Laboratories is seeking a Systems Research Analyst.
On any given day, you may be called to:
Team with experts within and outside of Sandia, and across different disciplines, to conduct innovative research, analyses, and studies. Studies often start as specific requests or as ill-defined questions where the first task is to identify the problem to be solved.
Use one’s knowledge of cost analysis and/or the Nuclear Security Enterprise to solicit information from Subject Matter Experts (SMEs), conduct technical research, perform data analyses, analyze problems, and/or perform modeling tasks, all with a systems view.
Utilize or develop computational tools as needed in performing analyses
Formally define problems, develop research approaches, gather and analyze quantitative and qualitative information, develop and assess options and tradeoffs, and support strategic and programmatic decisions
Effectively communicate complex system issues and ideas to customers and stakeholders in a concise way that enables action. Results are often presented to Sandia and government executives through tailored briefings and reports.
This position will require some travel.
Qualifications We Require
Bachelor Degree in a relevant discipline (e.g. Engineering, Science, Math, Operations Research, Statistics, Data Science) plus (5) years of experience; Master's degree in a relevant discipline, plus (2) years of relevant experience; or equivalent combination of relevant education and experience that demonstrate the knowledge, skills and ability to perform the duties of the job.
The ability to obtain and maintain a DOE Q-level security clearance
Qualifications We Desire
An active DOE Q-level security clearance.
Experience with nuclear weapons development programs or Nuclear Security Enterprise (NSE) related programs
Strong interpersonal skills to discern the customer’s issue of concerns and formulate the problem statement
Experience with cost estimating and/or cost analysis
Experience with data analytics and/or statistics
Experience in systems analysis or related skills on a wide range of technical and nontechnical issues (e.g. problem definition, independent research, critical thinking, and distillation of data and information).
Excellent oral and written communication skills
A demonstrated talent in preparing and delivering succinct, informative presentations
Demonstrated versatility in interfacing with a variety of customers at all levels inside and outside Sandia
An ability to build effective business relationships by anticipating, understanding, and reacting to customer needs
Proven experience in leadership and project management skills
An ability to exercise resourcefulness and initiative in approaching and helping others deal with ambiguity
Proven experience and ability to work on multi-disciplinary teams across organizational boundaries and across the Nuclear Security Enterprise
An ability and desire to come up to speed quickly in new areas and a passion for learning about areas outside one's expertise
Desire and ability to work at multiple levels of responsibility, i.e., as support staff, project leader, advisor, etc.
A proven ability to access, understand, and analyze many different viewpoints
Familiarity with NNSA, DOE, and US Government nuclear weapon product realization and infrastructure capabilities
About Our Team
The Systems Analysis and Decision Support group (00510) provides insight through objective systems analyses and research for decisions on nuclear deterrence (ND) and other national security issues. Studies focus on topics, technologies and policies important to the Laboratories, Sandia's partners, sponsors, and national security. The group consists of five departments and more than 40 analysts. Diverse project teams collaborate internally as well as labs-wide to provide meaningful representations of complex and strategic domains to decision-makers by synthesizing data, diverse insights, judgements, and opinions using modeling, heuristic, and analysis tools.
The Nuclear Security Enterprise & Cost Analysis department (00514) focuses on Nuclear Security Enterprise (NSE) research and analysis, and informs the NSE concerning decisions on infrastructure, people, and costs required to meet strategic and NW policy intent. Recent activities include analysis of historic and current stockpile plans, evaluation of modernization options and their costs, NSE capability and capacity related studies, cost estimate support for weapon programs, assessment of the technology development framework, cost estimating guidance documentation development and training, capability management studies, etc.
Security Clearance Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship.
