Under limited supervision of the chief administrative officer, the HR Generalist 2 serves as the primary HR contact and advisor for the Qualcomm Institute and Calit2, providing comprehensive HR administrative responsibilities in the areas of payroll, recruitment, classification, appointments, compensation, recruitment and employment, performance evaluations, benefits and leaves administration, separations, leaves of absence, staff merits, visa administration, employee relations, and timekeeping. Under the direction of the Business Officer provides backup for Academic Personnel area, working with the Research Affairs' AP Analyst) to coordinate the appointment and review processes for non-faculty researchers. Administers leaves, visas, salary administration, benefits, separations, grievances, layoffs, etc.
Independently responsible for administration of visiting scholar, postdoctoral scholar, graduate and visiting graduate student, and volunteer programs. Manages visa application process, and provide advice on immigration issues including changes in INS laws, regulations, eligibility requirement, procedural guidelines, and export controls. Analyzes, researches, interprets, and makes recommendations on policies and procedures.
Independently responsible for administration of student employment process. Serves as the main point of contact for building access and key administration. Supervises student workers. Actively participate in long and short-term planning, development of department personnel and payroll procedures, programs and systems.
Demonstrated human resources and payroll experience.
Strong analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR. Strong analytical, critical thinking and problem solving skills. Strong mathematical skills sufficient to calculate and evaluate non-standard salaries and levels of additional compensation, service credit and salary differentials.
Proficiency in the use of business computer applications including word-processing, electronic calendars, spreadsheets, databases, e-mail, presentation software, and statistical applications in a network environment, including: Microsoft Word, Excel, PowerPoint and Outlook. Proven ability to query and manipulate data to produce reports.
Demonstrated experience advising foreign scholars and students about current USCIS laws, regulations, and eligibility requirements. Knowledge of various visa programs and requirements for foreign scholars.
Excellent verbal and written communication skills. Ability to proof, draft, edit, and make recommendations to or adjustments to department correspondence and written materials. Ability to write and speak concisely, persuasively, and in summary form.
Ability to exercise initiative, excellent judgment and tact in managing and completing administrative operations, and maintain absolute reliability in handling confidential and sensitive matters in the absence of close supervision.
