General summary/purpose: The Deputy Chief of Party will provide technical, programmatic, and administrative assistance to the HIV, malaria, global health security (GHSA) and COVID-19 focused programs and will lead the development and implementation of discreet program activities independently. The DCOP will supervise and mentor staff. S/he will lead technical work and initiatives independently. Additionally, as needed, s/he will support proposal development and contribute to strategic partnership development.
As Côte d'Ivoire Deputy Chief of Party, s/he will play a substantial leadership role in the management and operations of the project as a whole. S/he should also be able to act for and represent the Chief of Party as necessary. S/he will possess a deep command of management processes generally and USAID reporting and compliance requirements specifically and demonstrate an ability to produce quality results on schedule.

Specific duties and responsibilities:
The DCOP will be based in Abidjan with extensive travel to the project's intervention sites throughout Côte d'Ivoire on an as needed basis. The Scope of Work includes but is not limited to the following:
Support Chief of Party in project management, operations, and oversight
Oversee the implementation of all global health security, COVID-19, HIV and malaria activities under Breakthrough ACTION
Oversee technical team leads programs with support from Baltimore-based advisors
Produce and edit documents, work plans, reports, and presentations
Monitor budgets and make strategic decisions to reallocate funding according to strategic priorities
Oversee the sub-grants and contracts programs, providing technical and financial oversight to Grantees and contractors with support from Baltimore-based advisors
Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents
Work closely with finance and administrative staff to ensure timely and compliant spending
Maintain frequent, open, ongoing communication with program team members in all locations (within the country, with BA regional teams and headquarters)
Liaise with various institutions (government agencies, private, and civil society partners) to strengthen/implement HIV, malaria, GHSA programs
Adhere to JHU, CCP and donor rules, regulations and policies
Ensure deliverables are archived on relevant knowledge management platforms
Identify short-term technical assistance needs
Work closely with research teams both in Côte d'Ivoire and Baltimore to routinely review program performance data and initiate adaptations to program management and implementation
Facilitate in-country technical work, including trainings, workshops, and program support, independently
Demonstrate technical expertise in relevant technical areas (i.e., Social Behavior Change (SBC), knowledge management, health areas, etc.) and build capacity in others
Demonstrate high level technical communication, including writing reports, creating and giving presentations, and facilitating trainings or group discussions
Ensure excellence in programs, products, and deliverables to meet program goals
Professional and Organizational Growth
Support proposal development (technical, budget, coordination) with Chief of Party and other senior management
Lead strategic partnership development with Chief of Party and other senior management
Contribute to global technical knowledge
Represent CCP at relevant external meetings and events
May include delivering technical presentations, networking, relationship building, and initiate and follow through with opportunities for collaboration
Professionally engage and collaborate with other programs across CCP
Recognize and address factors that might strategically impact a program or CCP, and lead implementation of solutions
Proactively seek opportunities to expand leadership and management skills
Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths and areas for improvement in your current position, and establish professional goals
Identify opportunities for bringing new skills into the Center, including attending JHU courses and seminars, conferences, other external trainings etc.
Minimum qualifications (mandatory):
Master's degree (M.A., MHS, MPH) required.
Six years related experience required.
Additional relevant experience and/or training may substitute for some education, to the extent permitted by the JHU equivalency formula.
Advanced degree in public health or communication, preferred or commensurate experience
At least 8 years' experience in international health programming, strongly preferred, at least three (3) of which have been at a senior level (Deputy Chief of Party, Senior Technical Advisor, or equivalent)
Technical expertise in at least one health-related area (HIV/AIDS, malaria, GHSA, family planning), gender or youth; with sufficient understanding of all these areas to direct integrated, collaboration and coordination efforts
Proven record of leadership in the management of SBC programs and experience leading SBC projects across a range of health areas. Preference will be given to candidates with considerable working experience in social and behavior change
Familiarity with USAID administrative, management, compliance, and reporting systems is essential as well direct experience managing a USAID-funded project is preferred
Excellent skills and experience interacting with U.S. government agencies including Missions
Excellent organizational, analytical and oral and written communication skills in English and French
