This position directs all EMS data systems utilized by the Kentucky Board of Emergency Medical Services and its customers in compliance with regulation and policy. This includes the administration and management of projects that directly impact the daily and strategic data operations across the Commonwealth.
This open position is located in Lexington, Kentucky.
Responsible for administering the Kentucky Emergency Medical Services Information System (KEMSIS), Kentucky State Ambulance Reporting System (KSTARS), and other EMS data systems within and external to the organization. Supervises staff in the data program.
Advises KBEMS Executive Director and Leadership Team on data topics and develops data program objectives. Implements plans to improve delivery of KBEMS services, participates in budget development and oversees data contracts and expenses.
Directs integrations between EMS Data Systems and third-party solutions for the exchange of information in accordance with approved limits and stakeholder defined quality standards. Negotiates business associate and data sharing agreements for the exchange of EMS data and coordinates with KCTCS Legal.
Provides direction and support to EMS stakeholders about compliance with EMS data standards, regulation, and policy
Serves as primary advisor to the KBEMS Data Committee. Facilitates discussion with Committee members on data trends and policy to implement the EMS Data Regulation.
Represents KBEMS by attending and presenting at in-state and out-of-state events. Serves as primarily liaison to organizations on topics related to EMS data.
Provides guidance and support for Emergency Operations Center and Emergency Management response activities.

Bachelor's Degree and Five (5) years relevant experience or Equivalent.
Equivalent to minimum: Associate's Degree and Seven (7) years or a High School/GED and Nine (9) years relevant experience.
Three years of experience related to EMS, Health Data Analysis/Management, Statistics, Public Health or Related Field.
Bachelor's Degree and Eight (8) years relevant experience.
Background in Information Technology or equivalent.
KY law requires state and national pre-employment background checks as a condition of employment.
