Job Summary: Performs routine technical reviews of water district applications and supporting documentation. Reviews district applications to ensure compliance with applicable policies and administrative codes, and statues; communicates with external and internal customers; prepares reports and/or correspondence to summarize all data changes and provides technical assistance when needed. Essential Duties: Perform routine technical reviews of district applications (e.g. purchase of facilities, escrow releases, surplus funds, change in project scope, emergency approval, bonds, creations, addition of powers, director appointment, name changes, fire plans, etc.), to ensure compliance with appropriate statutes and Texas Commission on Environmental Quality (TCEQ) rules related to water districts, and work closely with senior level staff to compile information to generate reports/memorandum/letters and make recommendations for District Section (DS) management review and approval. Communicate technical information with local, state, and/or federal agencies, engineers, financial advisors, attorneys, board members, and water district directors regarding water district applications under review. Review and input into the Water District Database (WDD) requests for DS affiliation data changes submitted by water district board members, attorneys, operators, engineers, DS and/or TCEQ staff, determine accuracy of data consistent with Central Registry, WDD, and TCEQ data standards, and document decisions by preparing notes, reports, and correspondence to memorialize data determinations. Prepare reports or correspondence to summarize the results of all data changes/requests and adhere to TCEQ paper and electronic file management requirements. Assist in the organization, storage, and transfer to the central file room of DS electronic and physical files, including applications, orders, memos and letters. Provide technical assistance in the administrative review portion for district applications filed with the TCEQ/DS, including collecting application material when filed (i.e., applications filed via mail, email, or FTP site delivery), reviewing and input application information into WDD (e.g. received date, application type, water district name, etc.), working directly with DS management on application assignments to DS staff, preparing administratively complete letters for DS management signature, and updating WDD to reflect application milestones (e.g. technically complete date, final action date, etc.). Review and input into WDD water district financial information, such as, dormancy affidavits, financial reports, and audit reports, and ensure that the correct relationships for water district data are captured correctly in WDD, Central Registry, and TCEQ filing systems. Provide technical assistance regarding reporting of required data for registration of new water districts or updating of water district information to DS representatives, water district board members, consultants, attorneys, operators, TCEQ staff, other federal and state governmental entities, and the general public. Attend training as directed by TCEQ and UTA. Perform other duties as assigned. Required Qualifications: Bachelor’s degree. One (1) year of experience in data analysis, environmental quality management, public utilities, business administration, or a related field or the equivalent experience. Preferred Qualifications: Excellent communication skills.
