DESCRIPTIONUC San Diego Health is seeking a Population Health & Referrals Analytics Lead Developer primarily responsible for developing our next generation of Population Health reporting covering Care Management and Referrals/Utilization Management operational areas. Secondary responsibilities include providing support to our HEDIS, NCQA, HCC/RAF reporting programs. This position will be responsible for data sourcing, SQL coding, BI visualizations, and the analysis of report results supporting real-time operational decision making. The Population Health & Referrals Analytics Lead Developer will work on a highly cohesive, dynamic, cross-functional, and multi-disciplinary (Epic application and analytics) population health team with a specific mission to develop the future tools transforming health care delivery, today. Population Health & Referrals Analytics Lead Developer reports to the Value Based Care Analytics Manager in the Information Services department and closely collaborates with senior clinical leadership on a daily basis. Organizational Context UC San Diego Health's Value Based Care programs aim to advance the Quadruple Aim- the simultaneous improvement of patient outcomes, patient experience, provider experience, and reduction of cost of care. Insightful and timely analytics directly drives clinical and operational population health efforts to achieve all four outcomes in a program scalable in the community across county lines. Familiarity with care management, referrals and utilization management, risk scoring, clinically integrated affiliate networks, digital health tools, data-driven ambulatory quality workflows, and risk-based health plan contracts is strongly preferred. This position will work closely with clinical staff, informaticists, and other IS application and analytics developers to translate business needs into complex population health data structures and develop retrospective and prospective reports from a data warehouse environment. While initial reporting needs include overhauling our existing foundational reports, the objective is to move from retrospective reporting to prospective reporting to identify future opportunities to directly achieve population health outcomes. Technical Skills The Population Health & Referrals Analytics Lead Developer is responsible for system development, report specification/development, ad hoc analysis, data validation, and system maintenance/integrity support in the Epic Clarity/Caboodle Data Warehouse. Applicants should have mastery of Epic Cogito products (Caboodle, Clarity, Radar, Reporting Workbench, Slicer Dicer, DataLink), Structured Query Language (SQL), and visualization tools like Tableau or Business Objects. Familiarity with data models including Ambulatory, Healthy Planet, Tapestry (UM), patient demographics/risk scores, referrals, and CRM are strongly preferred.Familiarity with statistical and financial analysis is also strongly recommended. Project Management The Population Health & Referrals Analytics Lead Developer is responsible for their own project plans in conjunction with the operational project managers to ensure timely and reliable product delivery. Specific duties include but are not limited to developing and maintaining project plans, directing work to other informaticists, creating status reports, facilitating decisions, identifying and mitigating risks, collecting and interpreting data from various sources, presenting measure and program results to clinical and operations executives, and managing evolving technical requirements. Clinical Informatics Specialist Involves the development and implementation of the organization's information systems and tools that are applied to clinical information. Works closely with clinicians across all hospital / healthcare departments to optimize effective use of systems. Coordinates analytical support for health management, including profiling, health economics, and business analytics / performance metrics.
