Responsibilities The Strategic Staffing Analyst will serve as a key staffing and HR strategist within the Dean's Office in initiating and developing a new strategic direction, long and short-range plans and initiatives and provides senior staff support for the Dean of the School of Medicine as well as serves as a senior staff liaison, advisor and facilitator to the UCDH Executive Leadership Team. Will provide direct policy and communications expertise - advising on policy development and implementation - collaborating with senior executives on short and long-range planning; participate on committees responding to a variety of issues and handling sensitive discussions with little or no precedence, requiring expedient and diplomatic action; apply breadth and depth of institutional knowledge to build relationships with key constituencies and stakeholders (internal and external) and to develop sound strategic plans. The position supports the EAD on executive level (Deans, Chairs, Director) academic recruitments, appointment and management of the review process for reappointment. This includes overall management of vendor agreement and contract coordination, all aspects of recruitment coordination (Search Plan, Shortlist Reports, Search Reports, interview/visit planning, search committee support, tentative offer letter preparation), providing consultation, analysis, review, and instruction of the academic recruitment/appointment process to the UCDH executive leadership team and department personnel. This position will also be responsible for coordinating spouse/partner interviews and working with the liaison(s) the Partner Opportunity Program. This position will work in coordination with EAD to develop basic competencies for CAOs as well as develop metrics to measure CAO performance against those metrics. In addition, this position will work in conjunction with the EAD to assist with recruitment, retention and ELR matters as related to the CAOs in the UC Davis School of Medicine. Additional project/initiative management in strategic planning for achieving diversity goals in staff and academic recruitment, retention of diverse faculty staff and developing staff development programs for the UC Davis School of Medicine.
Bachelor's degree in related area and/or equivalent experience and training.
Thorough knowledge of organizational or initiative processes, protocols and procedures.
Expert knowledge of UC policies, processes, protocols, procedures and programs governing recruitment, waivers, executive/upper level review and appointment, Partner Opportunity Program (POP) and Capital Resource Network (CRN).
Expert knowledge and understanding of the organizational structure of the UC Davis Health, its executive leadership, mission and strategic goals and culture. Working knowledge of the operational and long-range goals and policies of UC Davis Health and the School of Medicine.
Advanced analytical/problem-solving skills.
Advanced knowledge of and experience with administrative and endowed positions - policy requirement, recruitment, reappointment and fund compliance.
Advanced interpersonal, oral and written communication skills to effectively and professionally communicate in person, in writing, and in presentation format to both internal and external constituencies and stakeholders.
Skills and abilities to read, understand, interpret, communicate, and execute applicable School of Medicine, University, State, and Federal policies, procedures, and guidelines.
Demonstrates advanced ability to generate innovative ideas and consulting skills to think strategically, originate action and establish priorities.
Advanced project management skills.
Advanced analytical research skills to quickly and accurately gather information on a wide variety of topics and issues.
Supervisory and/or managerial skills and experience in the area of Human Resources (position description development and review; developing performance evaluation and interim assessments; creation of employee development worksheets; coaching; mentoring; delegating; selection/hiring; corrective/disciplinary actions; and releases).
Knowledge of UCPath, DaFIS/Kuali, PeopleSoft, PPS, APHID and FIS, or similar programs/systems.
Knowledge of accounting principles and familiarity of fiscal management policies and procedures.
Special Requirements Travel on strict time schedules throughout the Sacramento Campus, to/from Davis Campus, and surrounding vicinity. Travel to and attend conferences, workshops and/or seminars as a University representative hosted by external institutions. This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
