Under the general supervision of the Services for Transfer & Re-entry Students (STARS) Director, the Cultivamos Excelencia Program Director will provide leadership and oversight of partnerships and projects collaboratively designed with Hispanic Serving Institution (HSI) Initiatives, and executed between UC Santa Cruz and community colleges. The Program Director is an essential staff member who is advancing sustainability of the Title V: HSI 'Cultivamos Excelencia Project' originally funded by the US Department of Education. By working together, UC Santa Cruz and partner community colleges will use a combination of interventions to encourage low-income students and students of color to develop self-efficacy, skill development, and motivation to transfer and complete their bachelor degrees.

The Program Director provides strategic leadership and oversight in project planning, development, evaluation, implementation and institutionalization of the Cultivamos Excelencia program. The Program Director is responsible for utilizing research-based and data-driven expertise to: (1) identify and address barriers to the success of transfer, first-generation, low-income and other historically underrepresented students at UC Santa Cruz; (2) achieve the highest standards of academic excellence through the development, implementation, evaluation, and institutionalization of program activities that significantly increase the transfer, graduation rates, and time-to-degree for students from San Jose City College and other community college partners; and (3)

develop and provide culturally relevant pedagogical training to graduate students, staff and faculty who are associated with the program. The Program Director supervises staff; has oversight of budget resource allocation; coordinates strategic planning on transfer initiatives; and leads the design, implementation and evaluation of the Cultivamos Excelencia program.

The STARS mission is to achieve equitable experiences and outcomes in higher education for transfer, re-entry and independent students, with an expertise on navigating community college pathways. We work collectively with students and colleagues to remove institutional barriers and co-create a campus that ensures equitable access, belonging, persistence, graduation and excellence. We holistically support students who disproportionately enter higher education through community colleges, including: students of color, low-income students, parenting students, older students, veterans, those with gaps in their education, as well as students who do not have traditional family support due to experiences with the foster care system, homelessness, incarceration, or other factors impacting their family life.

The Division of Student Affairs and Success includes student services and academic support units with a goal of increasing and sustaining student retention and success with a focus on educational equity. STARS is a part of a cluster of units within Student Achievement and Equity Innovation, along with the Disability Resource Center, Educational Opportunity Programs, Learning Support Services, Resource Centers (African American, American Indian, Asian American/Pacific Islander, Chicano/Latino, Women's Center, Lionel Cantu Queer Center), and Hispanic Serving Institution (HSI) Initiatives.

Job Duties
35%: Strategic leadership of equity-based transfer initiatives.

Utilize research-based and data-driven expertise to achieve the highest standards of academic excellence, transfer, retention, and graduation for students of color, first-generation, low-income, and other historically minoritized students.
Provide advanced knowledge and skills in planning, administrating, and organizing student success programs and activities for transfer students.
Serve on key campus committees dedicated to addressing equity issues experienced by community college transfer students.
Manage and supervise professional and student staff, which may include academic counselors, program coordinators, undergraduate student staff, and graduate students associated with the program.
Evaluate staff performance and make recommendations for promotion or termination.
Develop and maintain program partnerships with UC Santa Cruz and community college faculty, staff and administrators, promoting communication, collegiality, community, fairness and respect among stakeholders across institutions.
Provide campus-wide learning and development opportunities to increase the capacity of staff and faculty to develop and implement transfer receptive policies and practices.
Engage UC Santa Cruz senior administrators in developing strategic plans that integrate community college transfer pathways into campus priorities.
Liaise with HSI Initiatives to coordinate transfer equity programs that centralize Latinx and low-income students in accordance with Department of Education HSI grant activities.

35%: Oversight of Program Activities: Cross-Enrollment, Outreach and Mentoring

Foster and coordinate opportunities among various UC Santa Cruz academic departments and San Jose City College to teach Intersegmental Cross-enrollment courses on-site at the community college. Identify high impact courses that simultaneously cultivate aspiration for first generation, low-income and underrepresented students to transfer while meeting graduation requirements.
Liaise with San Jose City College partners to ensure on-site course logistics are met.
Meet with community college staff and faculty to train them on cross-enrollment policies, procedures, and deadlines.
Develop orientation programs for community college students on cross-enrollment registration, administrative deadlines, grading options, and learning support.
Develop activities for transfer students to enhance their learning capabilities in courses.
Establish and maintain partnerships with student services and academic units on outreach, orientation, academic strategy, learning support, enrichment workshops, community-building events, and transfer activities.
Lead the implementation of the annual Family Day/Dia de la Famila outreach event for prospective UC Santa Cruz transfer students, a program that incorporates family in the student's academic journey as a tool to preserve cultural values and include families in the transfer process. The event promotes meaningful engagement of bilingual, immigrant, first generation and intergenerational family units through presentations, dialogue, panels, and advising workshops.
Oversee transfer transition activities including cross-campus counseling and mentoring, and summer transition workshops for newly admitted transfer students to address barriers to transferring, including financial literacy, course/major planning, and orientation to the research university.
Develop and deliver culturally relevant pedagogical training and curriculum for undergraduate and graduate student staff, professional staff and faculty involved in the Cultivamos Excelencia Program.

15%: Program Evaluation

Lead the evaluation plan, assessment, and data-analyses of program activities. Presents program progress and findings to campus stakeholders, administrators and educators at national conferences (e.g., AHSIE, HACU).
Make data-driven recommendations for program implementation.
Work collaboratively with the Director of STARS, the Director of HSI Initiatives, data analysts, faculty and graduate student researchers on program evaluation.
Write data-driven evaluation and summative reports, to be shared with the HSI Leadership Committee and campus senior administrators as requested.
Prepare and present evidence-based practices for dissemination and reporting purposes.
Monitor activities to determine barriers or problems and consult with program partners on how to eliminate barriers or solve problems in a timely manner.

15%: Resource and Budget Management

Manages allocated resources for project activities.
Prepares the annual budget and assures that the budgeting and financial planning is based on and adheres to UC Santa Cruz spending policies and the program, goals and priorities.
Participates in development activities, including Department of Education Hispanic Serving Institution grant competitions, donor relations, and other fundraising opportunities.
Ensures that established program fiscal policies are followed.

Required Qualifications

Education: Master degree and/or equivalent combination of education and experience.
Advanced knowledge in theoretical concepts of adult learning and culturally relevant pedagogy.
Advanced knowledge and understanding of the diverse academic, socioeconomic, gender, cultural, disability, and ethnic backgrounds of first generation community college transfer students.
Demonstrated sensitivity to and knowledge of groups historically underrepresented, and groups who may have experienced discrimination.
Advance experience developing and implementing academic curricula and or designing and implementing learning and culturally sustaining pedagogical models.
Skills in judgment, decision-making, and mediating conflict.
Excellent oral and written communication skills, including skills in public speaking, negotiation and conflict resolution.
Advanced knowledge on research and theoretical models that influence the application and delivery of academic services (e.g., discipline specific, student-population specific).
Multicultural humility; knowledge and experience working and interacting effectively with diverse groups of staff, faculty, and student populations.
Supervisory skills to hire, train, and provide coaching and guidance to program staff, student workers and student interns.
Excellent skills planning, administrating and organizing projects.
Advanced experience working independently, with proven ability to take initiative and the capacity for self-direction and self-correction, as well as experience in producing deliverables as a team.
Excellent analytical skills essential to analyze and interpret written material and oral requirements, and to draw conclusions and make recommendations.
Advanced experience with program evaluation including quantitative and qualitative methods.
Extensive knowledge of higher education and the community college transfer process.
Five equivalent years professional experience working with students at the community college or university level.
Prior research experience.
