Napa Valley College is seeking a Dean of Disability Support Programs and Services (DSPS) with demonstrated administrative skills to join an outstanding team of faculty, staff, and administrators to provide high quality programs and services to our district, our community, and most importantly, our students. DSPS provides educational services and access for students with documented disabilities who intend to pursue coursework or life-long learning at Napa Valley College. A variety of programs and services are available which afford students with disabilities, the opportunity to participate fully in academic programs and activities through appropriate and reasonable accommodations and to maximize and simplify students' opportunities for success.
The Dean of DSPS is responsible for directing specialized education programs and services; directing and managing the Testing Center; providing information and serving as a resource to others; and achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines.
The position reports to the Assistant Superintendent/Vice President, Student Affairs.
This is a full-time, 12-months-per-year, classified administrative position.The salary is at an appropriate placement on Range 18 of the current Administrative/Confidential salary schedule.Initial salary placement is $7,752 to $8,547/month, with future steps up to $10,908/month.Placement on the salary schedule is commensurate with experience.The college offers a fringe benefit package including medical, dental, vision, disability and life insurance, employee assistance program, and retirement system membership. Assignment includes 19 paid holidays, 22 vacation days, and 12 days sick leave annually.
DUTIES AND RESPONSIBILITIES
• Collaborates with internal and external personnel (e.g. other administrators, faculty, staff, public agencies, etc.) for the purpose of implementing and/or maintaining services and programs for students with disabilities ensuring equal access.
• Compiles data from a wide variety of sources (e.g. staff, public agencies, etc.) for the purpose of analyzing issues, ensuring compliance with federal, state and district policies and procedures, and/or monitoring program components.
• Manages and coordinates program components, support needs and materials, the Testing Center (e.g. ensuring eligibility and case note documentation management, staff training, Adaptive Physical Education support, etc.) for the purpose of delivering services, which conform to established guidelines, and federal and state regulations.
• Directs day-to-day department operations, the maintenance of services, and the implementation of new programs and/or processes for the purpose of providing services for students with disabilities within established timeframes and in compliance with federal, state and district requirements.
• Maintains a variety of manual and electronic documents, files, and records for the purpose of providing up-to-date information and historical reference in accordance with established administrative guidelines and legal requirements.
• Participates in meetings, workshops and seminars as a participant or facilitator (e.g. advisory committees, staff meetings, in-service trainings, etc.) for the purpose of conveying and/or gathering information required to perform functions and/or supporting services for individuals with disabilities; acting as a representative of NVC.
• Participates in developing a variety of long-term and short-term plans and budgetary items (e.g. budgets, instructional strategies, etc.) for the purpose of implementing and maintaining services, materials and supplies in accordance with district guidelines and goals.
• Performs personnel functions (e.g. interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
• Prepares a wide variety of often-complex materials (e.g. plans, budgets, grant & funding requests, reports, analyses, recommendations, procedures, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, securing additional funding for necessary services.
• Researches a variety of topics (e.g. relevant policies, new federal and state statutes, staffing requirements, financial resources, etc.) for the purpose of developing new programs/services, ensuring compliance with regulatory requirements, securing general information and/or responding to requests.
• Responds to inquiries and acts as a resource for staff related to the provision of services for the purpose of identifying the relevant issues and providing information on compliance with federal and state regulations for providing adequate services for students with disabilities.
• Serves as the district compliance officer for the Americans with Disabilities Act (ADA) for the purpose of ensuring that all federal and state regulations are followed in providing services and accommodations for students with disabilities.
• Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including using a variety of software applications; planning and managing projects; and preparing and maintaining accurate records.
KNOWLEDGE is required to perform algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and/or regulations; personnel processes; standard business practices; program planning and development; concepts of grammar and punctuation; instructional procedures and practices; age appropriate student activities; safety practices and procedures; conflict resolution; and stages of child development/ behavior.
ABILITY is required to schedule a number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize specific, job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: adapting to changing work priorities; communicating with diverse groups and individuals; meeting deadlines and schedules; setting priorities; working as part of a team; working with detailed information/data; and demonstrating sensitivity to an understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic background of community college students.
Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing a department; supervising the use of funds. Utilization of resources from other work units is often required to perform the job's functions. There is a continual opportunity to impact the organization’s services.
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
• Master's degree with specialization in instruction, counseling, or administration of programs for disabled individuals
All degrees must be from an accredited college or university.
• At least one year of formal training, internship, or leadership experience reasonably related to the administrative assignment;
• Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff.

• Criminal Background Clearance
• Tuberculosis Clearance
• Master’s degree in Vocational Rehabilitation Counseling
• Two years of full-time experience (or equivalent) within the last four years working with disabled individuals in an educational setting;
• Proven ability to develop and maintain systems for tracking student/client eligibility and progress;
• Experience analyzing and synthesizing data for reporting purposes;
• Experience with assistive technology;
• Knowledge and experience with: state and federal laws and regulations that govern services to disabled students and required reporting;
• Experience with the development and assessment of student learning outcomes (SLO's);
• Experience with budget development.
