The Senior Contract Analyst is responsible for the contract authoring, negotiation, and management activities associated with the procurement of various goods and services for UC San Diego Health's hospitals and clinics. This role will primarily support the acquisition of Purchased Services to include maintenance, personal and professional services, consulting engagements, and contract labor for clinical and non-clinical departments.
Responsibilities will include but are not limited to:
Assessing and processing incoming new service contract requests.
Authoring, negotiating and executing purchased services contracts, utilizing both custom and standard terms and conditions.
Serve as the subject matter expert on contracting strategy to assigned departments.
Work with department customers to ensure appropriate SOW specifications.
Determine source justification and price reasonableness of select services requests.
Interpret and apply UC policy and procedure for complex situations.
Supplier management including engaging in supplier business reviews and continuous performance management.
Mentor and develop lower level buyers.
Incumbent will use skills as an experienced contracting professional to work on assignments that are diverse and complex in nature requiring analysis of unique issues/problems and the ability to apply precedent and California Public Contracting Code and UC Health standards. Will be required to execute contracts that satisfy compliance, audit, UC Health, State and other requirements. Adheres to HIPAA and BAA requirements.
Good organization skills and the ability to multitask on several projects simultaneously is a must. Requires critical thinking and the ability to make independent contracting decisions.
A Bachelor's Degree in business, healthcare administration or related area; and/or equivalent combination of experience and education.
A minimum of five (5+) or more years of procurement experience, with emphasis on contract development and negotiation.
Proven experience with contract management software and/or Procurement ERP solutions such as Premier Connect, Lawson, Oracle, or similar.
Contracting experience with purchased services to include consulting services, various support services, and contract labor.
ISM Certification or APICS Certification
Experience in healthcare, most preferably in an academic medical center.
Must be able to work various hours and locations based on business needs.
