The Director, Health Information Management and Revenue Integrity (HIM/RI) reports to the Revenue Cycle Executive. The Director HIM/RI is responsible for functions across all hospitals and the Medical Group. Oversight includes the following areas and consists of, but is not limited to HIM: Coding, abstracting, release of information, storage and retrieval of records, medical transcription, and accreditation for both hospital and medical group services.
The HIM/RI Leader plans and manages the daily operations of the departments. Establishes policies and procedures, and ensures compliance with state federal and other applicable agencies. Creates and coordinates both long- and short-range goals and objectives and ensures consistency with the goals and objectives of the health system. Establishes and monitors performance standards, performance improvement plans, productivity and management information within the department. Facilitates and participates with departmental, inter-departmental and institutional improvement opportunities and support systems. Participates with other senior managers to establish strategic plans and objectives for health information management. Leads innovation in information management systems. Makes significant decisions and ensures achievements of targets and objectives. Develops and maintains successful collaborations and partnerships in key health information areas.
Competencies & Key Responsibilities:
Develop, monitor and manage operations utilizing industry metrics on a monthly, annual and long-range planning basis to ensure maximum reimbursement for the organization. Quantify improvements through metric goals and monitoring.
Assure that operations leverage leading practice industry standards and meet all regulatory, compliance and HIPAA requirements.
Oversee planning, preparation and presentation of budgets that demonstrate prudent use of the organization's resources, while at the same time achieve and maintain organizational goals and key performance indicators.
Coordinate with other Revenue Cycle leaders within UC San Diego Health to develop standardized processes and gain system-wide efficiencies.
Maintain expert knowledge of state, federal and other governing agencies rules, regulations, guidelines, policies, and procedures related to medical and legal requirements and health care industry.
Provide direction, management, and supervision to ensure efficient operation of assigned departments.
Ensure departmental compliance with UC San Diego Health policies and procedures.
Develop Revenue Cycle and HIM departmental goals and objectives.
Develop and revise policies and procedures for departments as deemed necessary. Ensures that policies and procedures are reviewed and updated annually as required by The Joint Commission (TJC).
Monitor outsourced vendors/ agencies to ensure contractual obligations are satisfied.
Plan for use of space, purchasing new equipment, and human resources to meet goals.
Actively participate in all committee/functions required by the hospital and health system. Coordinates and integrates these functions in interdepartmental and intradepartmental services.
Ensure that departments operate within budget(s) as authorized.
Develop budgets (operating, capital, and facilities improvement) and makes recommendations to Administration.
Monitor and justify variances in revenue and expenses categories for each departmental budget.
Develop standards of performance; mentor direct reports and ensure that subordinate managers provide supervision of the staff, evaluate staff performance and take action on recommendations for personnel actions such as merit increase, promotions, and disciplinary action.
Ensure that revenue cycle departments are appropriately staffed.
Ensure that the staff is properly trained in order to perform their job duties and responsibilities.
Consult with and keep leadership informed of departmental activities.
Effectively communicate and build rapport with leadership, administration and colleagues within revenue cycle as well as other departments throughout organization.
Demonstrate a customer service centric approach.
Support organization-wide performance improvement efforts. Open to and supportive of new ideas and approaches as a result of the changing healthcare environment.
Proven ability to work closely with other departments to improve revenue cycle operations and overall services to internal customers, physicians, and patients.
