Position Summary: The Human Resource (HR) Specialist serves as a resource and advisor to business groups in Brazos Electric. Serves as an HR subject matter expert to managers and employees, interprets policies and changes to policy, applies compliance knowledge to protect Brazos organization and manages day-to-day HR functions. Supports business objectives related to onboarding and off boarding, compensation, equal opportunity/affirmative action, performance management, employee relations, training and development. This position simultaneously handles multiple assignments, completing routine activities, consulting with or updating supervisors and managers on a frequent basis. This position interacts regularly with employees, and all levels of management, headquarter personnel, and vendors. Perform other duties as required.
Tasks, Duties and Responsibilities: Work with managers to identify, develop, and implement strategies and programs that help engage and retain a high performing workforce. Lead initiatives to identify, develop and implement talent assessment programs to align resource skills and training with business needs. Conduct gap analyses to address productivity and skill gaps as well as training and development needs. Provide tools and coaching to supervisors, managers, and employees on career development to increase knowledge, skills and abilities. Manage programs, policies, and procedures to support the organizational culture. Support critical large-scale organizational changes. Make policy interpretations and practice decisions. Serve as the principal liaison to frontline managers for HR strategies and initiatives within the organization. Coach supervisors and managers on effective leadership practices and ensuring accountability in supervising their staff. Encourage the development of measures and work goals that are tied to Brazos Electric’s mission, corporate goals, and work plans (i.e. facilitate discussions to develop department/division mission statements, employee work goals, etc.). Partner with HR Manager, and other subject matter experts (SME), to establish and facilitate employee training that addresses company training needs including training needs assessment, new employee orientation/on-boarding, leadership development, change management, cross-training and related measurement. Identify, recommend, and implement employee relations programs and practices to promote a high performing and motivated workforce. Using Brazos Electric’s performance management process, available tools, and resources, provide performance management guidance to supervisors and managers (coaching, counseling, career development, disciplinary actions, etc.) on issues affecting morale, performance, personal and professional development and overall employee satisfaction. Conduct initial investigations, as appropriate, and reports employment issues/concerns to the Manager – Human Resources. Support investigations of complex complaints and concerns that could result in legal ramifications or organization exposure. Mediate difficult interactions, escalating problems to higher levels when warranted. Assist in the development, implementation and communication of HR programs, policies, and employee guidelines to achieve work goals and fulfill legal requirements. Ensure consistency across the company and compliance with all existing employment, labor and Affirmative Action laws. Research, analyze and recommend best practices (programs/policies/employee guidelines/metrics) to further enhance Brazos Electric’s culture of compliance. Audit HR practices to ensure compliance. Manage implementation, interpretation and answers to inquiries related to HR programs and policies at Brazos Electric. Partner with SMEs across the company to address issues, questions and organization-wide initiatives. Participate in professional organizations, continuous learning efforts, webinars, conferences, and meetings to remain current on trends and changes in the HR field. Provide data analysis, metrics, and tools that demonstrate progress toward achieving key goals.
Education and Experience Requirements: Minimum education requirements include a four year degree resulting in a bachelor’s degree in human resource management or a related field, or equivalent work experience required. At least 3 years related work experience as a HR Specialist highly preferred. A relevant graduate degree may be partially substituted for experience. PHR or SPHR certification is preferred.
Physical and Environmental Requirements: Requires working inside in a controlled environment and occasionally outside in varying weather conditions. Requires sitting for extended periods of time. Requires working overtime and traveling at times with short notice. Requires hearing within normal range, hearing aids are permitted. Requires vision within normal range, corrective lens are permitted.
