ICESS – www.icess.us – is hiring in support of the National Geospatial-Intelligence Agency (NGA) Office of Contract Services Procurement Support. Work location is Springfield VA.
We are specifically looking to hire Contract Specialists and Procurement Analysts to assist senior level NGA personnel, middle management, junior personnel, and developmental contracting specialist (Interns) in processing unclassified and classified procurement actions from cradle to grave. The personnel must have proficient computer skill in Microsoft Office, with a focus in Word, Excel, and PowerPoint. Contractor support personnel are to have significant to expert knowledge of current DoD contracting procedures, to include the development of competition and acquisition strategies, determine contracting methods and contract types, contract award, contract administration, and contract closeout as set forth in the Federal Acquisition Regulation (FAR), DoD Federal Acquisition Regulations Supplement (DFARS), and firsthand operational experience in contracting for a variety of products and services using the a wide range of contacting methodologies. Support personnel shall be proficient in preparing all pre and post award documentation, and have effective oral and written communication skills. It is required that the personnel have contract experience in either the Intelligence Community (IC) or Department of Defense (DOD). Personnel must have the ability to assist with strategic-level issues, acquisition planning, formulate negotiation strategies, develop negotiation objectives, negotiate various types of contracts, and analyze cost and price data.
IMPORTANTLY - these positions require prior US Government Civil Service experience and an active TS/SCI level security clearance. These positions are 50% telework.
Contract Specialist Support
This position requires experience, education, and training equivalent to DAWIA level III in Contracting at the Band III (GS 11/12) and Band IV (GS 13/14) levels. The personnel shall have a minimum of six (6) years' experience in contracting. The higher level (Band IV - GS13/14) labor category shall be able to multi-task and support more complex contract actions at larger dollar values.
Duties: • Provide cradle to grave contract support to NGA/OCS utilizing Department of Defense contracting authority. • Serve as acquisition business advisors to NGA/OCS senior leadership, contracting officers, program managers, and other stakeholders. • Evaluate acquisition requests and assist in developing acquisition strategies. • Assist in the determination of the contract type and contract method. • Assist program personnel in the preparation of justifications. • Assist in the preparation of pre and post award documentation. • Maintain Contract file folders • Assist in the preparation of solicitation documentation; • Assist in the review of proposals for compliance; • Assist in the evaluation of proposals; • Assist in the preparation of cost and price analysis; • Assist in preparing negotiation positions; • Serve in advisory capacity during negotiations; • Assist in the preparation of contract award and staff for Contracting Officer signature; • Assist with contract administration; • Assist in the preparation of contract modifications; and • Assist Contracting Officer in the overseeing of contract performance, as necessary to assure delivery of the supplies or services. • Impart procurement knowledge to all levels of the OCS acquisition workforce. • Provide instruction on: generating acquisition packages (including, but not limited to preparing Acquisition Plans, Source Selection Plans, Justification and Approvals, etc.); preparing solicitations and other contract documentation; establishing contract terms and conditions; and other relevant tasks.
This position requires experience, education, and training equivalent to DAWIA level III in Contracting at the Band IV (GS 13/14) level. The personnel shall have a minimum often (10) years' experience in contracting.
Duties: • Assist in the development of agency procurement policies and ensuring effective and responsible contracting procedures within NGA/OCS; • Impart procurement knowledge to all levels of the OCS acquisition workforce; • Provide advisory support for source selections, from initial planning through contract award, • Support, review, and assist with approval processes associated with NGA's acquisition reviews; • Provide direct support to program offices and key components for acquisition and contractual issues (i.e. during formation and administration of contracts); • Assist with in-depth strategic level research and analysis to support recommendations for implementation of acquisition best practices and lessons learned in order to improve acquisition processes and support the customer.
