Incumbent serves as Senior Manager, Financial Analysis Office (FAO) ---a division of Business & Financial Services (BFS). For UC San Diego, this position has major campus responsibility for three areas: 1) Management of Facilities and Administrative (F&A) cost proposal development, with primary responsibility for all aspects of the F&A cost rate calculation, and related data; 2) Recharge Administration and service agreement activities; 3) Campus Cost Accounting Standards (CAS) compliance. This position may provide training and work direction to student employees.
Incumbent holds primary responsibility for the calculation and documentation of the campus F&A cost rates. Develop analytical and narrative materials to support negotiation of campus F&A cost rates, agreement terms and conditions, and costing methods. Create and evaluate alternative allocation methods. Serve as primary campus contact for F&A software. Serve as primary campus contact with overhead rate consultants. Primary responsibility for developing and conducting or overseeing special cost allocation studies, using expertise in federal costing and allocation principles.
This position develops and implements for the campus-wide Cost Accounting Standards (CAS) Compliance Plan, including resolution of costing variances, campus CAS policy development/revision, and CAS Compliance Review by Department of Health and Human Services (DHHS). The incumbent also oversees campus recharge administration, service agreement, and other income producing activities, development and approval of their charge rates, and assessment of overhead costs on outside sales.

Advanced Degree in related area; and/or equivalent experience/training.
Advanced knowledge of finance policies, practices, and systems. A working knowledge of all relevant agency determinations and appeals decisions, DHHS interpretations and priorities regarding federal costing principles and negotiation of F&A cost proposals, including documentation and reconciliation requirements. A working knowledge of Cost Allocation Services costing review goals, priorities, and strategies, and previous/current costing negotiations.
Expert analytical and computational skills and conceptual abilities. Proven ability to develop financial feasibility calculations, analysis, amortization schedules, projections and recommendations.
Extensive work experience in producing complex analytical, written and graphical reports and other documents that effectively communicate in a clear, organized and concise manner.
Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
