1. Ensure adherence with University policies, procedures, and processes while keeping abreast of laws, regulations, external and internal policies and procedures governing the administration of grants and contracts, and serve as a resource to faculty and staff.2. Working collaboratively with contract and award managers, the AD ensures the proper execution of sub awards ensuring the terms and conditions of awards are properly reflected as flow-down terms and conditions to sub recipients.3. Act as the authorized official on behalf of the University for the execution of sub awards.4. Review and approve sponsored project documents for their accuracy, appropriateness, and compliance with regulations/policy as it relates to sub recipient compliance. Recognize and address those exceptions that require consultation with appropriate managerial staff, OSP's Financial team, Office of the General Counsel, Office of Research Administration, Deans' office, Provost's Office, as appropriate.5. Ensure the utilization of appropriate University and sponsor electronic systems to effectively manage sub awards, enter award data, and submit and/or report sub recipient activity.6. Oversee the Sub Award Team to ensure the proper execution of sub awards and subsequent modifications are done in a timely manner.7. Oversee the management of sub recipients, compliance with FFATA requirements, and compliance with the Federal Single Audit reporting requirements relating to sub recipients.8. Oversee the proper management of sub award records in IRES' PT record for accuracy.9. Serve as primary contact to sub recipients regarding sub award issues and in consultation with the PI and department staff as appropriate.10. Responsible for oversight and proper handling/approving sub award actions such as requests, No Cost Extensions, reduction in effort, change in PI, change in scope of work, etc.11. Provide the community with information and/or recommendations that influence decisions regarding application, correspondence and/or financial matters related to sub recipients activities and research administration in general.12. Responsible for working collaboratively with the Office of Cooperative Research, Office of the General Counsel, and the Office of Research Administration as warranted.13. Deliver and support campus-wide training for Principal Investigators, research administrators, and fiscal officers related to sub recipient monitoring.14. Minimize compliance risk related to sub awards by implementing sound business management practices related to the issuance and management of sub awards.15. Serve as a technical expert and trusted advisor regarding post-award sub recipient issues. 16. Continually improve sub award activities by soliciting customer feedback, developing and applying effective practices, and implementing prudent changes to enhance efficiency and effectiveness. 17. Ensure the appropriate sub recipient risk monitoring techniques are established and effectively communicated to the sub recipient in the sub award and thereafter, ensuring continued sub recipient compliance.18. Represent Yale at the Federal Demonstration Partnership (FDP) and serve on its Sub Award Committee. In this role the AD will work closely with federal and university partners to streamline sub award processes, sub recipient risk and monitoring activities, and assist in the development of the FDP templates.19. Ensure exceptional customer service (to faculty, divisional staff, and sponsors) while at the same time providing appropriate institutional oversight and sponsor stewardship.20. Effectively train, educate, and manage staff promoting partnership and teamwork within the award/sub award team, throughout OSP, and the community. 21. Ensure job requirements and goals for each position are clear to employees and document evidence of competence on a continuing basis.22. Perform other duties as assigned.
Required Skill/ability 5: Thorough working knowledge of Microsoft Office based tools including Excel, database administration and other related software. Ability to learn and adapt to new systems quickly and utilize electronic proposal systems.
