The Attorney Advisor serves in the role of Assistant General Counsel at DMPED The Assistant General Counsel advises DMPED staff on District of Columbia and federal law affecting the programs within DMPED, which include real estate, real estate finance, contracts, municipal governance, and appropriations. In addition, the attorneys within the Office provide legal support in drafting a wide array of documents, including contracts, Memoranda of Understanding (MOUs), grants agreements, legislation, real estate transactional documents, regulations, and policies.
Specific responsibilities include:
Provides legal advice to the Deputy Mayor and his staff on legal issues involving DMPED’s programs and
Prepares legal documents on complex and substantive matters, sometimes of an urgent nature, providing summary analyses of issues and recommendations for consideration of the Deputy Mayor and his
Conducts legal research on laws relevant to DMPED’s programs and provides clear, well-reasoned analysis on the findings in either a written or oral
Represents DMPED in the negotiation of the terms of complex real estate, affordable housing, and finance transactions, grant agreements, and other related contracts, with third

Juris Doctorate (JD)
Must be a graduate from a law school accredited by the American Bar Association and at least five years of related experience in the legal field, in real estate acquisition and disposition, economic development, land use, or affordable housing
Must be a current member in good standing of the District of Columbia Bar or be eligible for waiver into the

About Office of the Deputy Mayor for Planning and Economic Development
The Office of the Deputy Mayor for Planning and Economic Development (DMPED) assists the Mayor in the coordination, planning, supervision, and execution of economic development efforts in the District of Columbia with the goal of creating and preserving affordable housing, creating jobs, and increasing tax revenue. DMPED pursues policies and programs that create strong neighborhoods, expand and diversify the local economy, and provide residents with pathways to the middle class.
The priorities for the Deputy Mayor derive from our broad goals of increasing affordable housing, increasing jobs and increasing District revenues. Together, they support the Mayor’s vision of Inclusive Prosperity. Underlying all of our work is a commitment, driven by the Mayor, to good government and transparency that mirrors.
Our top priorities for this year include:1.Increase affordable housing. Through partnerships with the housing production agencies (DHCD, DCHA, and DCHFA), DMPED will look to continue to produce, preserve and protect affordable housing. Key initiatives include the implementing Mayor’s Preservation Strike Force, including supporting DHCD in the creation of a preservation office and... fund, Inclusionary Zoning reform implementation, and continued investment in affordable housing leveraging all available sources including HPTF, federal funding, and land dispositions.
2.Implementing DC's Economic Strategy.DC’s economic strategy (found here: www.dceconomicstrategy.com) serves as a framework for action for the next several years. It outlines Mayor Bowser’s vision for how DC will become the global model for inclusive prosperity and resilience, showcasing how diversity and innovation can drive equitable economic growth. Two goals guide the economic strategy:
• Grow the DC private sector economy to $100 billion (by 20%), by the end of 2021.
• Reduce unemployment across wards, races, and educational attainment levels, bringing unemployment levels below 10% in all segments by the end of 2021.
The strategy includes 43 initiatives focused on increasing the District’s tax base, creating jobs, fostering entrepreneurship and innovation, and advancing economic growth and opportunities in DC. DMPED has held more than 25 discussions with 400+ District stakeholders to inform the strategy.
3.Moving forward large-scale and neighborhood real estate development projects,with a focus on making unprecedented progress at each of the New Communities neighborhoods. DMPED will continue to make unprecedented process moving its portfolio forward. Key large projects include The Parks at Walter Reed, St. Elizabeths East (infrastructure, Entertainment and Sports Arena, and Phase 1), DC United Stadium, New Communities, and McMillan Sand Filtration redevelopment.
DMPED is poised to make record development progress on in every NCI neighborhood, thanks in part to major milestones reached recently including:
•Barry Farm – Demolition/Disposition approval from HUD, as well as a development plan expanding Phase 1 to bring back 170 replacement units in the first phase, with the first units set to come online in 2020;
•Park Morton – Identification of and Council approval for a “build first” offsite parcel (Bruce Monroe) that will make Park Morton the first full scale public housing redevelopment in the country done without temporarily displacing residents from the neighborhood; PUD approval also achieved for both Bruce Monroe and Park Morton;
•Northwest One – Completion of an OurRFP process for the old Temple Courts and adjacent sites, and subsequent release of the RFP; and
•Lincoln Heights – Construction start on Deanwood Hills as well as Council approval of financing for the Strand development, both of which will be “build first” offsites; RFP for master developer of the onsite parcel, as well as financing request for an additional build first site.
4.Creating Pathways to Inclusion and supporting the growing technology and innovation sector. DMPED will continue to support the diversification of DC’s economy through strategic partnerships and high-return investments in technology and innovation. We will continue to implement recommendations for our Pathways to Inclusion Report. This report is the first of its kind for the District was developed along with the Innovation and Technology Inclusion Council. It sets a vision of fostering the most inclusive culture of inclusion in innovation. The report provides a roadmap and recommendations to create an inclusive ecosystem where the District’s tech and innovation economy can grow to expand opportunity for underrepresented workers and entrepreneurs, and ultimately serve as a national model for inclusion and diversity.
DMPED sees inclusive and diverse innovation as a comparative advantage of the District and will seek to leverage this advantage for the future. Key initiatives include South by Southwest (SXSW), the Howard Hub, the Innovation & Technology Inclusion Council, innoMAYtion, 1776’s Challenge Festival, pitch competitions, and continued use of QHTC for key employers.
5.Continuing to create the most open and transparent DMPED. This year DMPED will continue its efforts to better engage residents, businesses, advocates, and other stakeholders through as many vehicles as possible. From community meetings to social media to open data, DMPED will seek not only to continue to provide more information than ever, it will also seek to ensure it receives feedback. Key initiatives include DMPED’s Open House and other public engagement opportunities, a public milestones tracker, a new business incentive tool, an interactive Economic Strategy website, as well as continued improvement on the Economic Intelligence Dashboard, Ward Indicators tool, Affordable Housing Tracker, and the public Real Estate Pipeline. In addition, DMPED will continue to work to release additional data online and support cluster agencies in adding more open data.
Business Attraction and Retention
The goal of this program is to bring federal, nonprofit and private partners together to expand the District's tax bases, attract and retain businesses of all sizes, bring good-paying jobs to residents and strengthen the business climate. Targeted services to advance this effort include the Development Ambassador's Program, a comprehensive set of Incentives for businesses and a dedicated team marketing to and working key audiences to sell the message of Washington, DC as a superior business location.
Creating vibrant and stable neighborhoods, rebuilding retail corridors and working hard to ensure that every District investment yields real benefits for residents and local businesses are the ideals that surround our neighborhood revitalization strategy. With an expertise in Real Estate Development, DMPED manages a portfolio of projects worth more than $13 billion. Located across all eight District Wards, the projects vary in size from small-scale neighborhood retail to the $10 billion initiative to reclaim the long-neglected Anacostia Waterfront.
Job Creation and Government Coordination
Coordinating a cluster of government agencies that regularly work with the business community, DMPED is leading the charge to create jobs for our residents by growing and supporting businesses currently in the District and attracting new businesses. To ensure District residents have the training necessary to compete for these new jobs, DMPED is creating a Workforce Intermediary that will connect residents with jobs while working closely with the Department of Employment Services to provide increased workforce development opportunities.
