Assistant Dean for Business and Financial Affairs

Job Duties: The Assistant Dean for Business Operations & Financial Affairs (ADBO&FA) is responsible for providing strategic direction to the School's administrative, business and financial operations, and for the development, implementation and monitoring of administrative, financial and employee services, policies and procedures for the School of Dental Medicine (SoDM). As a member of the SoDM's leadership team, the ADBO&FA plays an integral role in the School's executive decision-making and planning to ensure the continued fulfillment of the School's vision and mission. Specific Duties Include: The ADBO&FA is responsible for a wide variety of administrative and business functions for the SoDM as well as providing accounting systems services that include coding, billing, and collection of professional patient care services provided under the auspices of the dental school, as well as analyzing and reporting information regarding clinical finances to the Dean and to other senior University leaders. The ADBO&FA is responsible for developing, implementing and monitoring budgets from all fund sources for the dental school while working in collaboration with the Executive Associate Vice Chancellor for Health Sciences Administration and Finance. The ADBO&FA is expected to provide detailed cost management reporting from clinical operations, in addition to providing customary financial information regarding clinical revenues and expenses. The combination of financial information and detailed operating data should provide the Dean and designated administrators with daily, weekly, and monthly indicators of key clinic performance data (e.g., revenue per clinic session, per chair). Additionally, the ADBO&FA will provide break-even analysis and actual vs. expected performance data for all clinical operations (e.g., each Community Service Learning Center, Ross Hall predoctoral clinics, Residency Programs, Faculty Practice, Clinical Research, etc.). The ADBO&FA is responsible for compliance with federal regulations (including those related to billing third-party payers) and establishing and maintaining strong internal controls to protect School assets, while finding and maintaining an appropriate balance between internal controls and efficient business operations in a state-owned university. The ADBO&FA is responsible for review of SoDM contractual arrangements with internal and external agencies. These contracts include Graduate Medical Education (GME), Vidant Medical Center service contracts, insurance providers, independent contractors, etc. Additionally, the individual is responsible for advising the Dean and Executive Associate Vice Chancellor for Health Sciences Administration and Finance on administrative and financial issues contained in these contracts. The ADBO&FA provides leadership and oversight for all employee support services, including but not limited to: personnel administration; professional and financial credentialing of providers; time and leave reporting and payroll; and maintaining a collaborative interface with HS Division and University Human Resources. The ADBO&FA provides leadership for the facilities management team who are responsible for safety and security, operations, upkeep and preventive maintenance of the buildings and equipment of the SoDM. The ADBO&FA serves as school liaison with State, Internal and other auditing agencies. The ADBO&FA is responsible for providing senior executive analysis and advice on resource allocation, financial management, and operational issues to the SoDM. Additionally, the individual serves as a resource to chairs and deans on budget management issues. The ADBO&FA will exhibit strong leadership through the recruiting, retaining, and training of qualified and competent managerial and accounting staff who will provide system accounting services, financial management and administrative services to the SoDM. The ADBO&FA will serve on the University Tuition and Fees Committee and will coordinate all recommendations for SoDM student tuition and fee increases and decreases. The ADBO&FA will be responsible for updating and monitoring all Patient Fee Schedules to include Faculty, Residents, Student, Medicaid and CSLC Patient Fee Schedules with input from relevant stakeholders. The ADBO&FA is responsible for completing and filing of all annual financial reports to include annual CODA survey, annual Medicaid Cost Settlement Report and ADEA Annual Finance and Salary Reports. The ADBO&FA will participate in professional programs and activities national organizations, including the American Dental Education Association (ADEA), commensurate with his/her role at the School. The ADBO&FA is not regularly involved in formal classroom instruction; however, the ADBO&FA may be asked to participate in the Leadership, Financial Literacy and Dental Practice module with students. The ADBO&FA represents the Dean as directed and will also perform other duties, as assigned by the Dean. Supervision of budgeting and accounting functions and the utilization and application of thorough financial analysis to drive leadership decisions. The individual in this position must be comfortable and skilled in making public presentations on detailed and complicated issues to external organizations as well as faculty and staff. Outstanding leadership skills, the ability to communicate effectively orally and in writing, excellent interpersonal skills with ability to work cooperatively with colleagues, leaders, and staff at all levels, and the ability to work independently. The Division is composed of numerous Centers, Institutes, and agencies such as East Carolina Heart Institute and Eastern Area Health Education Center, the Colleges of Allied Health Sciences, Nursing, the Brody School of Medicine, the School of Dental Medicine, and the Laupus Health Science Library. In addition to the Academic and Administrative responsibilities of the division, the four professional schools provide clinical services throughout eastern North Carolina in a variety of settings and venues.
