The Challenge Initiative (TCI) represents a business unusual approach to providing lifesaving reproductive health and family planning information and services, including adolescent and youth sexual and reproductive health (AYSRH), to underserved poor communities in urban areas, building on the demonstrated success of the Gates Foundation’s Urban Reproductive Health Initiative (URHI). The TCI model is based on rapidly scaling up and sustaining proven family planning and AYSRH solutions by cultivating a culture of local ownership, innovation, learning, exchange and continuous improvement. TCI also leverages funding support from other bilateral, multilateral donors as well as foundations and the private sector. TCI works with four Accelerator Hubs covering East Africa, Francophone West Africa, India and Nigeria. As a learning consortium, TCI seeks to continuously challenge its thinking, assumptions and adaptations in order to improve its model to not only ensure rapid, sustainable scale-up of evidence-based family planning and AYSRH interventions but also for other health and development interventions more broadly. TCI sits within the Bill & Melinda Gates Institute for Population and Reproductive Health at Johns Hopkins Bloomberg School of Public Health.
The Senior M&E Officer will coordinate activities related to TCI’s monitoring and evaluation (M&E) initiatives, including data collection, analysis, reporting and convenings and will provide expertise in survey design and implementation. The applicant should have robust expertise and experience in conducting surveys and extracting actionable insights from those surveys; a strong desire to expand and deepen his or her skills in the management of M&E and integration of data into learning processes; and be energized to help build upon the M&E initiative while contributing to the long-term success of a dynamic organization. This position requires extensive experience using statistical analysis software (Stata, SPSS, SAS or R) and proficiency with tools for electronic data collection (SurveyCTO and other ODK variants).
The Sr. M&E Officer will work with guidance and supervision from the Senior Technical Advisor. S/he will establish effective administrative, management, and dissemination systems to meet the initiative’s M&E goals, while seeking out strategic opportunities to improve and strengthen the M&E program.
For qualified individuals, there is potential for this position to be a faculty position in the Scientist track. Rank will be commensurate with experience, but preference will be given to an appointment at the Assistant Scientist level.
Specific Duties & Responsibilities
Oversee the data collection efforts under TCI’s Local Tracking Surveys (LTS), which are household-based women surveys conducted in several TCI cities in partnership with TCI’s regional hubs.
Provide technical expertise in questionnaire development and sampling design, including programming needed for electronic data collection.
Develop standardized operating manuals and protocols for survey implementation, data collection and program management.
Liaise with the M&E staff of each hub to compile and analyze the data coming in from LTS and other survey data, providing mentorship to hub data managers and analysts as needed
Ensure that the LTS data trackers are accurate, up-to-date and regularly utilized for performance monitoring and decision making.
Support the integration and synthesis of data from various sources to provide proof points for different aspects of TCI’s theory of change and Results Framework.
Identify and assess other data collection modalities that can be used to monitor and evaluate TCI’s activities in all regions of operation.
Manage and track budgets related to LTS and other data collection activities.
Liaise with IRB office/s to coordinate submissions and ensure IRB compliance.
Support the development of M&E work plans, both from TCI Global and hub partners, monitor overall progress toward project deliverables and work closely with Sr. Technical Advisor and M&E Program Officer to send updates to funders on progress and milestones achieved.
Contribute to the writing of technical and programmatic reports.
Represent the project at external meetings, preparing presentations/reports and facilitating dissemination and use of project data among key stakeholders.
Participate in internal working groups, performance management, process documentation, and strategic planning.
Strengthen partnerships with other Gates Institute projects, including PMA and AFP.
Minimum Qualifications (Required)
The successful Sr. M&E Officer will be a proactive individual who thrives working in a highly interdisciplinary team environment that crosscuts public health research and practice. The candidate’s level of accomplishment will be judged based on achievements in the areas of public health research and practice, as they relate to survey operations and analysis areas of TCI.
Evidence of sustained accomplishments and potential for continued growth in these areas should be clear.
Master’s degree in public health, demography, economics, sociology or public policy.
Equivalent experience of at least five (5) years developing and providing M&E technical support to international programs in family planning and public health.
Special Knowledge, Skills, and Abilities
Solid experience in conducting empirical research projects in low- and middle-income country settings, specifically in overseeing and implementing survey data collection and analysis.
Demonstrated technical skills in program monitoring and evaluation, including expertise in various survey modalities and sampling methodologies.
Experience with electronic data collection and management is preferred (using SurveyCTO and other ODK variants), as well as experience working in multiple TCI countries (Kenya, Uganda, Tanzania, Nigeria, Senegal, Burkina Faso, Niger, Cote d’Ivoire, Benin, India, and Philippines).
Conversant with M&E principles for building credible, actionable, responsible, and transportable (CART) evidence systems.
Competency in outcome mapping and developing theory of change and logical framework.
Familiarity with grant management, donor relations and reporting.
Well-organized, with strong problem-solving skills and outstanding attention to details.
Self-directed, intrinsically motivated; proven capacity to multitask, work successfully in a team and be responsive to time-sensitive deadlines.
Ability to learn fast, remain flexible and adapt to change.
Strong and effective interpersonal skills in working with colleagues at all levels. Ability to use discretion and maintain confidentiality.
Proficiency with STATA and other statistical software. Strong competency with Microsoft Office (including solid understanding of Excel) and Google applications.
Excellent verbal and written communication skills. Professional working proficiency in English is required. Working knowledge of French language is a plus.
Ability and willingness to travel internationally for up to 30 percent of the time.
